Encourage the development of orange and passion fruit trees in the province

(Baonghean.vn) - On the morning of December 1, under the chairmanship of comrade Vo Viet Thanh - Member of the Provincial Party Standing Committee, Secretary of Vinh City Party Committee, Head of the Economic - Budget Committee of the Provincial People's Council, the Economic - Budget Committee of the Provincial People's Council examined a number of draft reports and Resolutions to be presented at the 15th session of the 17th Provincial People's Council, scheduled to take place from December 15 to 17.

Also attending the inspection were comrade Dinh Viet Hong - Vice Chairman of the Provincial People's Committee; representatives of a number of provincial departments and branches.

Comrade Vo Viet Thanh - Member of the Provincial Party Standing Committee, Secretary of Vinh City Party Committee, Head of the Economic - Budget Committee of the Provincial People's Council chaired the meeting.

Reviewing the two submissions and the draft Resolution on the list of works and projects requiring land recovery and conversion of land use purposes for rice cultivation, protective forest land, and special-use forest land to carry out works and projects in the province, members of the Legal Committee basically agreed with the draft submitted by the Department of Natural Resources and Environment.

Comrade Dinh Viet Hong - Vice Chairman of the Provincial People's Committee affirmed that the contents presented at this Provincial People's Council meeting aim to create common development for the province.

Accordingly, there will be 2,272 projects and works in the province that need land acquisition and nearly 1,145 hectares of rice and forest land will be converted to carry out 989 projects and works.

Some opinions also said that the draft report needs to supplement and clarify the implementation of land recovery and land use conversion projects in the province in the past, the positive aspects and shortcomings, and limitations, thereby limiting the situation of suspended projects, causing waste in land use.

Deputy Head of the Economic and Personnel Department Tran Quoc Chung needs to clarify some policy issues to ensure accuracy in implementation.

Deputy Director of the Department of Natural Resources and Environment Nguyen Ngoc Vo clarified a number of issues that members of the Economic - Budget Committee were concerned about.

In addition to the list of projects and works requiring land recovery and conversion submitted for approval in 2016, it is also necessary to include in the list of projects and works requiring land recovery and conversion of land use purposes that were proposed in the previous Resolution but not implemented for abolition.

Deputy Director of the Department of Agriculture and Rural Development Nguyen Sy Hung stated a number of revised and supplemented policies for orange and passion fruit trees.

During the review, members of the Economic - Budget Committee also reviewed the submission and draft resolution amending and supplementing Resolution No. 125/NQ-HDND, dated July 16, 2014 of the Provincial People's Council on a number of policies to support investment in agricultural and rural development in the province.

This draft will add a policy on purchasing biological products and biological bedding for pig and chicken farming. This is a solution to ensure environmental hygiene in livestock farming. At the same time, the policy on supporting investment and development for oranges and passion fruit will be revised and supplemented.

Deputy Head of the Office of the National Assembly Delegation and Provincial People's Council Tran Nhat Minh said that it is necessary to amend some issues in the draft to ensure the strictness of the document.

Specifically, for orange trees, the support level for new disease-free orange varieties will be adjusted from VND5,000 to VND10,000/pot; an additional policy to support land preparation for new orange planting will be added at VND5 million/ha. For passion fruit trees, the support level will be increased to 100% for poor households; 70% for near-poor households and 50% for the remaining households; additional support for land preparation for new planting will be VND5 million/ha; and 70% support for small-scale irrigation works approved by the state.
