Mr. Truong Xuan Ty - Chief Inspector of Vinh City, said: The cause of land complaints and disputes in Nghi Kim commune, including cases that have lasted for a long time but have not been resolved, is due to the period when the real estate market is increasing; some cases where land was exchanged without documents, only when the land became valuable did disputes arise; the land management work of the local government is somewhat limited, leading to some people encroaching on public land. Besides, there are also cases of errors or backlogs due to changes in policies over time. On the people's side, due to limited legal knowledge and incomplete awareness, they have filed lawsuits in many places and the lawsuits have lasted for a long time, although the city and commune governments have mediated and made recommendations many times. In particular, through checking and reviewing land complaint petitions in Nghi Kim, it was discovered that more than 80% of them were written by the same person with the same font and tone.
Through analyzing the petitions sent to Nghe An Newspaper by citizens of Nghi Kim Commune, it was also found that there were some "similar" petitions. In the section "Respectfully addressed to the authorities", the letters were completely the same, the same font. The signatures on some petitions also had many similarities. Among them, there were many petitions of complaint, without basis, without basis for resolution. Discussing this issue, Mr. Nguyen Duc Thong - Deputy Chief of Nghi Kim Commune Police, said: "Most of the petitions of complaint and denunciation from local people were related to Mr. T, who was originally from Do Luong, but his sister married a man in Nghi Kim, so he often traveled to the area and is currently unemployed. Whoever had any problems or concerns, Mr. T would seek guidance in writing a petition, sending it everywhere. There was also public information about Mr. T taking people's money." It is worth mentioning that some petitions were forged, signatures were forged, and the petitioner himself, when asked, affirmed that he did not write the petition nor sign the petition. For example, in the case of Ms. Nguyen Thi Hieu, born in 1959, residing in Hamlet 5 (Nghi Kim), who filed a complaint to the authorities about wanting to sell a piece of land of more than 100 square meters belonging to her family, but when separating the land use right certificate, the commune cadastral officer (specifically Mr. Minh) said that her family's land could not be separated. Meanwhile, her family's land has been used stably from the past until now and there is no dispute with anyone. However, in the minutes of the meeting between Ms. Hieu and the People's Committee of Nghi Kim commune at 8:00 a.m. on December 12, 2012, Ms. Hieu affirmed: "I did not write a petition or complaint according to the above content. The person who wrote the petition forged my signature." On November 8, 2012, Nghe An Newspaper also received a petition for help signed by Ms. Nguyen Thi Hieu. However, after reviewing the petition, Ms. Hieu once again affirmed that she had never written a petition to Nghe An Newspaper and that the signature in the petition was forged by someone else. Similar to the case of Mr. Vo Sy Nghe in Hamlet 2, in 2011, Mr. Nghe sent a complaint to the authorities with the content of requesting to resolve the dispute over the pond land that he and his wife left with Mr. Vo Sy Suyen. Regarding this issue, Vinh City People's Committee issued Official Letter No. 1219/UBND-TTR dated April 28, 2011 to respond to him. In early 2012, Vinh City People's Committee received another complaint and denunciation from Mr. Nghe and issued Official Letter No. 733/UBND-TTR dated March 19, 2012 requesting Nghi Kim Commune People's Committee to consider and resolve the citizen's petition. In the minutes of the meeting at 9:00 a.m. on March 26, 2013 between Mr. Vo Sy Nghe and the People's Committee of Nghi Kim Commune, Mr. Nghe affirmed, "I myself did not write this petition. I respectfully request the government and relevant agencies to clarify who wrote this petition in my name. I hereby confirm that I did not write this petition...". Mr. Nghe's handwriting and signature at the end of the minutes also clearly stated, "I, Vo Sy Nghe, hereby certify that I do not have the above complaint."
So, in Nghi Kim commune, is there a case of a person or a group of people who specialize in writing petitions for hire, inciting and inciting people to write petitions? and impersonating and forging signatures to write petitions and complaints, causing disorder in the area? Mr. Truong Xuan Ty said: Currently, Vinh City People's Committee is establishing an inspection team to review pending and long-standing cases under the authority of land in the area. Any case that has been handled will be responded to citizens in accordance with the State's viewpoints, guidelines and legal policies. Any case that has not been resolved will be reviewed and thoroughly handled... Regarding Mr. T's case, Mr. Ho Xuan Hoa, Chief of Vinh City Police, said: The police agency is investigating and continuing to monitor. If there are violations, they will be handled according to the law.
