The hall also "heated up" when the leader of Nghi Long commune read the "indictment" of dog theft, chicken and goat theft, and motorbike theft of each subject in the past time. It was the turn of Hoang Van Dung (born in 1990, hamlet 14, Nghi Long) with a childish face, speaking unclearly: "I ask everyone to forgive me, I have wronged my grandparents, parents, siblings, neighbors... From now on, I promise to become an honest person to do business, to correct the mistakes I have made for so long...".

Speaking at the local representative's speech, Mr. Nguyen Dinh Dai said: "The act of stealing dogs makes people's lives unstable. The primary responsibility lies with the parents, and the most appropriate punishment is imprisonment. Through this incident, I hope that parents will be strict and not cover up serious crimes for their children."

Lieutenant Colonel Phan Dinh Suu - Head of Nghi Loc District Police, who chaired the Conference, said: "Bringing dog thieves to be criticized before the people is a form of education and deterrence... After the criticism, we continue to bring the subjects to temporary detention for investigation and prosecution. At the same time, we also request that people who have lost their dogs and have not reported them for a long time come to the police to report so that the Investigation Agency can clarify and then strictly handle these subjects. In the first phase, we criticized 14 subjects in Nghi Xa commune and this is the second time Nghi Loc Police brought dog thieves to be criticized before the people...".

The review of dog thieves received the consensus and support of all the people of Nghi Long commune. This is a form that needs to be replicated in Nghe An province.
