Control temporary import and re-export activities and anti-smuggling of sugar products

Implementing the direction of Steering Committee 127/T.Ư in Official Dispatch No. 30/BCĐ - QLTT dated July 15, 2013 on strengthening inspection and control of temporary import and re-export activities and anti-smuggling of sugar products, the Provincial People's Committee requests members of the Provincial Steering Committee 127, directors of departments, heads of branches, units, and chairmen of People's Committees of districts, cities, and towns to effectively implement the following contents:

1. At land and sea border areas, wing areas of border gates:

Assign the Provincial Border Guard Command, Customs Department, Provincial Police:

- Develop plans and direct units to strengthen inspection and strictly control the import and export of sugar, take measures to promptly detect and strictly handle acts of smuggling, transporting and trading smuggled sugar, and taking advantage of temporary import and re-export for smuggling.

- Timely inform about developments in the situation of smuggled sugar, especially those who specialize in trading and transporting smuggled sugar deep into the country to have timely inspection and handling measures in accordance with the provisions of law.

2. In the domestic market:

The Department of Industry and Trade is assigned to direct the Market Management force to proactively coordinate with functional forces (Police, Agricultural Inspectorate...) to develop a specialized plan to combat the trading and transportation of smuggled sugar; closely inspect organizations and individuals trading in sugar, promptly detect and strictly handle violations according to the provisions of law.

3. The provincial police direct the functional forces to strengthen reconnaissance, clarify methods and tricks, draw out the operating rules of the lines, groups, and points of transportation, trading of smuggled goods, illegal import and transportation of goods across the border (focusing on sugar products in border areas); strictly handle violations in accordance with the provisions of law.

4. The Department of Information and Communications, Nghe An Newspaper, Nghe An Radio and Television Station, and press agencies coordinate with the Standing Office of the Provincial Steering Committee 127 (Provincial Market Management Department) to promptly report and propagate to the people, not to cover up, assist, or transport for hire for smugglers in general and sugar in particular.

5. The People's Committees of districts, cities and towns closely coordinate with the functional forces of the province to strengthen inspection and control of the market, temporary import and re-export activities and combat sugar smuggling; at the same time, effectively carry out State management work in the area.

Request members of the Provincial Steering Committee 127, directors of departments, heads of relevant units, chairmen of People's Committees of districts, cities and towns to seriously implement the above contents, report implementation results and arising issues so that the Provincial People's Committee knows and promptly directs handling.
