- Immediately after the serious accident in Khanh Hoa on June 7, the Prime Minister issued an official dispatch directing relevant agencies to overcome the consequences and investigate the cause of the accident, including the Ministry of Transport, the Ministry of Public Security and the National Traffic Safety Committee...
The accident occurred on the morning of June 9 in Quang Nam, the National Traffic Safety Committee has also closely coordinated with the locality to overcome the consequences and investigate the cause. In April, May, and June 2013, traffic accidents increased dramatically, the Chairman of the National Traffic Safety Committee has also given strong instructions, with these two new cases, the National Traffic Safety Committee will continue to require transport enterprises, especially passenger transport, to comply with all regulations on transport business and vehicle conditions when running on the road.
Regarding the accident in Khanh Hoa, we determined that at the time of the accident, the vehicle's journey monitoring device, although installed, was not working due to the expiration of the subscription period. According to initial information, the vehicle's brakes failed, forcing the driver to crash into the cliff. Thus, the driver's actions are acceptable, but the business's actions must be considered for handling because it did not monitor the installation of the device on its vehicles. This business will have its business license revoked for a period of time, and will have to wait until all vehicles are repaired before it can operate again.
Regarding the Quang Nam incident, on June 9, the National Traffic Safety Committee extracted data from the journey monitoring device and initially determined that at the time of the accident, the Mai Linh vehicle was speeding, which the police are continuing to investigate.
* Does the National Traffic Safety Committee have any urgent solutions to prevent similar accidents from happening in the future?
- According to a survey by the National Traffic Safety Committee, the causes of traffic accidents, especially serious accidents, mainly stem from speeding or lane encroachment. Serious accidents also mainly occur in vehicles that are required to install journey monitoring devices, such as: passenger cars (business), passenger cars (contract), trucks, and container trucks.
According to the plan, on July 1, the National Traffic Safety Committee will deploy the management software under the plan to monitor the speed of 48,000 vehicles that are required to install journey monitoring devices. However, with the situation and "hot" developments like the recent past, we will shorten the implementation period of the plan. It is expected that around June 20, we will test the software for a few days and then deploy it immediately.
* How will this monitoring be done to ensure drivers and businesses do not violate?
- When running the program, data from the journey monitoring device of all vehicles will be transmitted directly to the data information center of the National Traffic Safety Committee, from here, the software will filter out all vehicles that are speeding. Daily information will be compiled and sent to businesses so that they can take measures to handle drivers, and will also be announced to the press to inform the public. Transport businesses that have more than 20% of their vehicles speeding will have their business licenses revoked. It is expected that in mid-June, when Circular 14 of the Ministry of Transport is issued, this issue will be regulated more specifically.
