Auditing a series of trillion-dollar projects of the transport sector this year

The projects of Noi Bai T2 terminal, Ho Chi Minh City-Long Thanh-Dau Giay expressway,... will be audited this year.

These are the works included in the 48 projects that the State Audit has just announced will be included in the audit plan for construction activities and the management and use of investment capital.

For the transport sector alone, the State Audit will focus on thematic audits at a number of corporations such as: Vietnam Railways Corporation, Vietnam Airlines Corporation, Shipbuilding Industry Corporation (SBIC), Vietnam National Shipping Lines Corporation (Vinalines)...

Also regarding this year's plan, Mr. Cao Tan Khong, Deputy State Auditor General, emphasized the audit goals in the budget sector in ministries, branches, and localities.

Accordingly, this year the total number of audit points is 198 (with 19 ministries and central agencies; 50 provinces and centrally run cities; 48 investment projects; 35 enterprises and commercial banks; 14 topics; 8 operational audit topics; 17 audit points under the Ministry of National Defense; 6 points in the security sector, the Party agencies and the audit of the 2014 State Budget Settlement Report).

Compared to the number of 35 localities last year, this year's audit plan, according to Mr. Khong, has increased quite a bit and will be the top priority this year for the auditing industry.

In 2015, the State Audit will audit financial reports, activities related to the management and use of state capital and the implementation of the project to restructure the system of credit institutions at the following units: Vietnam Joint Stock Commercial Bank for Industry and Trade (VietinBank); Bank for Investment and Development (BIDV); Vietnam Joint Stock Commercial Bank for Foreign Trade (Vietcombank), Vietnam Bank for Social Policies, Vietnam Development Bank...

The audit of financial statements and the topic of restructuring state-owned enterprises will focus on 33 corporations, general corporations, and state-owned enterprises, including: Vietnam National Coal - Mineral Industries Group, Vietnam Rubber Industry Group; Vietnam Chemical Industry Group, Vietnam Posts and Telecommunications Group (VNPT), Vietnam Textile and Garment Group (Vinatex), State Capital Investment Corporation (SCIC), Vietnam Oil and Gas Group (PVN), Vietnam Electricity Group (PVN), VMS Mobile Information Company Limited (Mobifone), Hanoi Beer - Alcohol - Beverage Corporation (Habeco)... These are the units that will have their financial statements audited, activities related to the management and use of state capital and assets in 2014 and the implementation of the project "Restructuring state-owned enterprises focusing on economic groups and state-owned companies in the 2011-2015 period."

According to the synthesis results from 188 audit reports of 2014 with the 2013 budget year, the State Audit has recommended handling more than 23,431 billion VND, including increasing revenue by over 4,336 billion VND, reducing expenditure by 6,897.6 billion VND, and discovering additional outstanding debts of 3,328 billion VND./.
