Checking administrative reform in Yen Thanh district
(Baonghean.vn) -On May 21, the interdisciplinary delegation led by the Department of Home Affairs inspected administrative reform work in Yen Thanh district.
In recent years, administrative reform has been paid attention to by the Party Committee and the government of Yen Thanh district and has had positive changes. Many mechanisms and policies have been issued, amended, supplemented and implemented to meet the practical requirements of the locality.
The organizational structure has been rearranged in a streamlined and compact direction. The roles and responsibilities of leaders at all levels, sectors, agencies and units have been enhanced, with strict rewards and disciplinary measures for those who do not fully fulfill their responsibilities. As a result, the quality of the staff and civil servants has been gradually improved in terms of professional qualifications, political theory; state management knowledge; administrative skills, and the ability to handle and solve work better and better to meet the requirements of state management, especially the staff and civil servants at the commune level. Up to now, the staff and civil servants at the commune level with university degrees account for 31.55%, college degrees account for 86.42%, and intermediate degrees account for 48.43%.

The exploitation and application of information technology has been promoted to bring high efficiency in work. By the end of 2012, the district had completed the LAN connection, using official mailboxes at district-level agencies and units and 39/39 commune and town People's Committees. The financial-accounting management system from district to commune applies MiSa accounting software. The district People's Committee has been certified according to ISO 9001: 2000, ISO 9001: 2008 standards... Currently, the district is investing in building a modern inter-connected one-stop center expected to be put into use in 2013. In addition, the one-stop transaction center system at 39/39 communes and towns has been upgraded to create favorable conditions for solving work of people and businesses.
Through the actual inspection at the grassroots level, the recommendations and proposals of the district and the opinions of the members of the inspection team concluded at the working session, the representative of the Department of Home Affairs - Head of the interdisciplinary inspection team acknowledged the efforts of the Party Committee and the government of Yen Thanh district in the fields of administrative reform. At the same time, he noted that the district needs to have specific solutions to overcome some existing limitations such as the delay in supplementing, amending and adjusting some legal documents; some administrative procedures are still cumbersome; the publicity of administrative procedures in some units and localities is not complete...
