Inspecting the work of drafting and promulgating legal documents at the Department of Finance

(Baonghean.vn) – On the morning of August 20, the monitoring delegation of the Provincial People's Council worked with the Department of Finance on the work of building, inspecting, and reviewing the system of legal documents (QPPL).

With the function of advising and issuing documents related to the financial and budgetary fields, the Department of Finance has coordinated with other sectors to advise the Provincial People's Council and the Provincial People's Committee to issue dozens of documents related to budget revenue and expenditure, fees and charges; socio-economic development policies, national defense and security, compensation and site clearance policies, etc.

For documents in the field of budget collection, the Department of Staff issues them in accordance with the regime, close to reality, and meets the requirements of social life. For documents related to budget expenditure mechanisms and budget expenditure payments, there are documents chaired by the Department of Finance, and documents drafted by specialized sectors with the participation of the Department of Finance, all based on the central government's policy mechanism and local reality, so they are basically of good quality. However, there are still some documents issued but there are not enough resources for implementation, leading to the quality and effectiveness of the documents not being viable enough. Some policies and mechanisms to support agricultural development, due to the responsibility and dynamism of the district, commune, and hamlet levels, have not reached the people fully and promptly.

The monitoring delegation of the Provincial People's Council highly appreciated the Department of Finance for not issuing any illegal documents during the inspection and review process, causing serious consequences for the local socio-economic situation as well as the subjects under the scope of the legal documents. At the same time, it is requested that the Department of Finance continue to pay attention to the work of building, inspecting and reviewing the system of legal documents to ensure that they are constitutional, legal and effective, contributing to promoting social development.
