Checking the assets of officials managed by the Politburo and Secretariat
The Politburo has just issued regulations on inspection and supervision of asset declaration for officials under the management of the Politburo and Secretariat.
Speaking to the press, Deputy Head of the Central Inspection Commission Le Thi Thuy said that from now on, there will be a roadmap for inspection and supervision. It does not matter how many inspections there are per year, but the issue is that we see that there are cases with signs of violations, cases with petitions reflecting dishonest declarations will be promptly inspected and reviewed.
PV:For a long time, people have been saying that assets are declared but checks are very limited. Will this new regulation overcome this situation, madam?
Mrs. Le Thi Thuy: Asset declaration is one of the solutions to prevent corruption, but it is considered ineffective. There are many reasons, one of which is that inspection and supervision are not complete and not systematic.
The Politburo's regulations clearly state that the inspection subjects for this subject are the Politburo, the Secretariat and the Central Inspection Committee. The monitoring subjects are the Politburo, the Secretariat, the Central Inspection Committee and the Party cells where these cadres are active.
There are similar regulations at lower levels.

PV: When will the inspection and monitoring be conducted, madam?
Ms. Le Thi Thuy:Firstly, from now on there will be a roadmap for how to inspect and supervise. When a competent authority requests to inspect and supervise the assets of this official for some reason, the Central Inspection Committee will do so.
The Politburo and Secretariat shall assign the Central Inspection Committee to implement the subjects under the management authority of the Politburo and Secretariat.
Second, when there are recommendations, reflections, and denunciations of dishonest asset declarations. Third, when there are signs of violations of Party and State regulations on asset declarations.
In those 3 cases, inspection and supervision will be conducted.
PV: How will the asset declaration be checked upon appointment?
Mrs. Le Thi Thuy: The appointment verification process has been in place for a long time, all steps have been done by the organization. The report always includes a line for full and honest asset declaration. Now the process continues as usual, not because of this regulation that it has changed.
This regulation only applies when there are 3 factors as mentioned above. For example, if the press reflects, it is a case of reflection, petition, or denunciation.
PV:Can you tell us how many cadres under the management of the Politburo and Secretariat are subject to this document?
Ms. Le Thi Thuy:Currently the exact number is in the Central Organizing Committee, but there are also about 1,000 cadres under management.
PV: After the inspection, if there is a discovery of dishonest asset declaration, how will it be handled?
Ms. Le Thi Thuy:All dishonest asset declarations are handled according to Party and State regulations and in document 181 (Regulations on handling disciplinary actions against Party members who violate the Central Executive Committee) which is being revised, there is a provision stipulating that if the asset declaration is dishonest, incomplete, or untimely, it will be handled according to which point and clause.
As for the State's regulations, the upcoming revision of the anti-corruption law will also clarify this, and at the same time the Government will amend the decree on disciplining officials related to this matter.
Once completed, the Central Inspection Committee will issue a statement and make it public. On that basis, the press will widely inform and organizations, individuals, and people will also know about such an event.
