Checking the situation of collective economic development in Nghia Dan, Tan Ky

(Baonghean.vn) - On November 6, the inspection team for collective economic development according to Decision 5150 of Nghe An Provincial People's Committee led by Mr. Vi Luu Binh - Deputy Director of the Department of Agriculture and Rural Development worked with the Economic Development Steering Committees of Nghia Dan and Tan Ky districts.

Currently, in Nghia Dan district, there are 10 cooperatives operating in the agricultural sector, credit funds, including 1 newly established cooperative in October 2014 (Phu Quy Cooperative - Nghia Hieu commune). There are 8/25 communes and towns with cooperatives, credit funds, accounting for 23%. Of which, agricultural cooperatives and agricultural and forestry services: 9 cooperatives, People's credit funds: 1 cooperative. Regarding classification, there are 3 cooperatives and credit funds operating effectively, 6 cooperatives operating at a moderate level, 1 weak cooperative. The service types of cooperatives in Nghia Dan district are mainly linked with the Plant Breeding and Plant Protection Station to supply seeds, plants, plant protection drugs, fertilizers, and other agricultural materials; linked with the Veterinary Station to provide scientific and technical training for farmers, while Phu Quy Cooperative links with supermarkets to consume agricultural products for members (oranges).

In Tan Ky, the whole district has 20 cooperatives, including 17 agricultural cooperatives (14 agricultural service cooperatives, 2 livestock cooperatives, 1 forestry seed cooperative), 1 general service cooperative, 1 brick and tile craft cooperative, and 1 small-scale handicraft cooperative. Among the agricultural and general cooperatives, 6 cooperatives operate effectively, 7 cooperatives operate at a moderate level, 2 cooperatives operate ineffectively, and 3 cooperatives have stopped operating but have not been dissolved.

The current difficulty in organizing the implementation of the 2012 Cooperative Law and the project to innovate and develop cooperatives in the period of 2014-2020 is that it is difficult to determine the capital contributed by members when joining cooperatives, especially cooperatives established during the subsidy period; there is no direction to resolve assets and capital formed by support from the State and cooperative organizations over the periods, mainly fixed assets such as headquarters, dams, canals, etc.; the level of cooperative management staff is still limited...

Through working with Nghia Dan and Tan Ky, the inspection team discussed and answered the concerns of the establishments, and summarized the difficulties to promptly find solutions. Cooperatives are a type of collective economy, a reliable support for small-scale production households and household economies, and are one of the 19 criteria for completing the construction of new rural areas. Therefore, it is recommended that the Steering Committee for Collective Economic Development of Nghia Dan and Tan Ky districts synthesize and evaluate each cooperative in more detail to find effective solutions, implement development policies, strengthen propaganda to raise awareness of collective economy, and resolutely dissolve weak cooperatives...
