The delegation made a surprise inspection of the implementation of Directive 17 and Directive No. 10 of the Provincial People's Committee Chairman in two localities of the town, Quynh Thien ward and Quynh Lap commune. Through the inspection, besides the results, there are still certain limitations such as: Although the Office Culture Regulations have been issued, the requirements of Directive 17 have not been specified. In wards and communes, the arrangement of offices is still messy, there are no signs with the names of civil servants' titles, after the new batch of civil servants, Quynh Lap commune has not yet promptly supplemented the tasks for newly recruited civil servants; the one-stop department receiving and processing documents for citizens has not yet ensured the conditions according to regulations, has not publicly posted the process and service schedule as well as the documents and procedures for people to monitor.
The delegation informed the leaders of Hoang Mai town of the results of the inspection, requesting the unit to promptly rectify existing problems, limit working hours, and strictly comply with regulations on hanging the national flag and national emblem at headquarters according to Government regulations. In the coming time, the town needs to establish a separate delegation to conduct detailed and more frequent inspections and supervision of administrative discipline at the grassroots level.
At the office of the People's Committee of Hoang Mai town, the delegation inspected the implementation of Directive 17 in the departments. The inspection showed that the People's Committee of Hoang Mai town organized the implementation of the content of Directive 17 to relevant departments and units; the town also developed the Office Culture Regulations; specified some requirements of Directive 17 into the internal working regulations. Civil servants complied relatively well with working hours and work discipline. Although the office conditions were cramped, narrow, and difficult, Hoang Mai town also arranged a One-Stop Center in the most convenient location and assigned staff to directly handle complete records.
The leaders of Hoang Mai town have seriously accepted and further explained some of the comments of the inspection team; at the same time, they promised to direct the correction of shortcomings and strengthen inspection and supervision at the grassroots level in the coming time./.
