Inspect and handle the management and use of State-owned assets.

Recently, some mass media (newspapers, radio) have reported that some agencies and units in Vinh City (especially on major roads such as Nguyen Thi Minh Khai, Tran Phu, Le Duan, Nguyen Van Cu...) and towns and townships in the province have shown signs of managing and using land and assets on State-owned land for improper purposes (building kiosks for rent, using houses, land and assets for improper purposes, not in accordance with approved planning...).

The Provincial People's Committee requests:

1. Heads of administrative agencies, mass organizations, public service units, and State-owned companies (hereinafter referred to as agencies and units) shall self-inspect and review the management and use of State assets assigned to their agencies and units for management and use in accordance with the State's regulations on management and use of public assets.

For agencies and units that have signed lease contracts for land, assets on land and other assets contrary to regulations on State asset management, the heads of agencies and units are required to terminate the lease contracts before September 30, 2012 and have a plan to use the assets for the right purpose and in accordance with the approved planning.

2. The Department of Finance shall preside over and coordinate with the Department of Construction, the Department of Natural Resources and Environment, and the People's Committees of districts, cities, and towns to inspect the management and use of land and assets on land... owned by the State at agencies and units; In case an agency or unit continues to commit the above violations after September 30, 2012, it shall be disciplined according to its authority or it shall be proposed to the competent authority to discipline the head of the agency or unit; at the same time, it shall recover and pay to the budget (or reduce the budget according to the approved estimate) the violating agencies and units corresponding to the amount of land and assets on land rent collected; impose administrative sanctions and request the dismantling of illegally built works and assets, against planning, and return to their original state...

Request heads of agencies and units to seriously implement the above contents, report implementation results and arising problems to the Provincial People's Committee and the Department of Finance for timely handling.
