Proposal to issue license plates for 4-wheel electric vehicles running on electric energy
The Ministry of Transport recommends that the Prime Minister direct the Ministry of Public Security to issue regulations and guidelines for the issuance of registration and license plates for 4-wheel electric vehicles running on electric energy.
Deputy Prime Minister Hoang Trung Hai has just given instructions on the management of activities of four-wheeled vehicles running on electric energy.
Previously, the Ministry of Transport issued Official Dispatch No. 4638/BGTVT-VT to the Prime Minister reporting and proposing on the management of activities of four-wheeled motor vehicles.
According to the Ministry of Transport, currently, in addition to the four localities of Hanoi, Nghe An, Thanh Hoa, and Quang Binh that have been approved by the Prime Minister to pilot the program, a number of localities including Khanh Hoa, Hai Phong, Lao Cai, Da Nang, Thua Thien Hue, and Ba Ria - Vung Tau have put this type of electric 4-wheeled vehicle into operation to transport tourists according to the actual needs of the locality.

In fact, in the 10 localities above, there are currently a total of 30 enterprises and a number of individual business households with 1,086 vehicles in operation.
After a period of implementation, the Projects using the above-mentioned means of transport to serve the people and tourists have achieved remarkable results such as: basically ensuring absolute safety, creating civilization and convenience in tourism services, at the same time being environmentally friendly, causing less pollution, less noise than other means of transport, the speed of the vehicle is low, ensuring safety when traveling, there have been no accidents related to this type of vehicle causing injuries to people and other vehicles when traveling.
This is a clean, fuel-efficient, environmentally friendly means of transport; the operation of electric 4-wheel vehicles is of great interest to the people; it has demonstrated its superiority in reducing environmental pollution and avoiding traffic jams, building a civilized and modern tourism image.
However, this type of vehicle is not yet regulated in the Road Traffic Law, so the implementation of registration procedures, license plate issuance, technical safety inspection, application of tax schedules, road tolls, road maintenance fund collection schedules, etc. are all difficult for both state agencies and businesses to implement.
This is the activity of passenger vehicles (mostly tourists) that collect fees but there are no specific regulations on business conditions and fares (because they are not yet regulated in the Road Traffic Law).
Therefore, the Ministry of Transport has issued Circular No. 86/2014/TT-BGTVT regulating the conditions for four-wheeled motor vehicles and drivers participating in traffic within a limited area. The Circular stipulates the technical safety and environmental protection quality inspection of four-wheeled motor vehicles in production, assembly and import; technical safety and environmental protection inspection when participating in traffic within a limited area; conditions for vehicles and drivers participating in traffic within a limited area.
Thereby guiding the implementation of temporary regulations on organization and management of the use of electric 4-wheel vehicles in passenger transport activities to ensure traffic safety and urban order.
Based on the actual inspection in some localities and the implementation results of 4 localities permitted by the Prime Minister to pilot, the Ministry of Transport proposed that the Prime Minister allow 4-wheeled motor vehicles to officially operate in restricted areas in provinces and cities.
In addition, the Ministry of Transport also recommended that the Prime Minister direct the Ministry of Public Security to issue regulations and instructions on registration and license plate issuance for this type of vehicle.
Regarding the above issue, the Deputy Prime Minister assigned the Ministry of Justice to study the proposal of the Ministry of Transport, the opinions of the Ministry of Public Security and relevant agencies; in which, it is noted to clarify the subjects of adjustment of the Road Traffic Law for 4-wheeled vehicles with electric engines, and report to the Prime Minister before August 15, 2015.
