Voters' petition sent to the 13th session of the 16th Provincial People's Council

(Baonghean) - In preparation for the 13th session of the Provincial People's Council, term XVI, 2011 - 2016, through all levels, sectors, and Provincial People's Council delegates, there were 627 opinions and recommendations from voters and people sent to the session. The opinions focused on the following groups of issues:

Regarding production and life: Voters believe that although the province's economy has developed in 2014, in general, production and business of enterprises and people still face many difficulties, there are still many unemployed workers; social insurance and tax arrears in enterprises are still high; policies for workers in some enterprises are not guaranteed. The control and management of the quality and origin of plant protection drugs in many places are still lax, the handling of violations is not strict, leading to the situation of fake and poor quality drugs being sold in many places, drugs being used improperly, causing environmental pollution and affecting people's lives. Currently, in the whole province, there are over 650 large and small reservoirs. In addition to the task of supplying water for production and serving people's lives, the reservoirs also have the task of regulating floods to protect downstream areas. However, these lakes and dams were mainly built from 1960 to 1980, maintenance and repair were not carried out regularly, many structures are now degraded, leaking and causing large water losses, lacking safety, and at risk of dam failure, especially during the rainy and stormy season.

In the field of culture and society: Voters requested that all levels and sectors pay attention to handling and overcoming limitations, improving the quality of medical examination and treatment; the situation of hospital overload has not improved much; the management of medical and pharmaceutical establishments is not strict; there are still many shortcomings in bidding, supply of medicines, management of oriental medicine and functional foods; the abuse of insurance funds at medical establishments still occurs; the number of doctors working in district and commune hospitals is lacking. In the field of culture, voters said that the work of embellishing and maintaining some cultural works is not good, the promotion of the value of historical relics in many places is limited, some relics have been violated and encroached but have not been inspected and handled. The progress of building synchronous cultural and sports institutions at the grassroots level is still slow.

Regarding education and training, the quality of education between regions, between public and non-public schools is still different; the quality of vocational secondary education in some schools is still limited; vocational training in some schools managed by the province is not really linked to the needs of the labor market, not meeting the requirements of industrialization, modernization and international integration, not meeting the aspirations of the people; the management of training linkages and non-public management still has many shortcomings; the situation of local surplus and shortage of teachers has existed for many years, but up to now, only 3/21 localities have developed a project to resolve surplus teachers according to the direction of the Provincial People's Committee.

Regarding the field of transportation: Voters recommend that all levels and sectors strengthen the direction and management of the construction quality of traffic works; promptly handle traffic projects that are behind schedule; have a mechanism to strictly manage and strictly handle overloaded vehicles that cause deterioration of traffic works; pay attention to investing in and supporting traffic construction in rural areas, and promptly arrange capital to continue implementing a number of unfinished projects, in order to avoid waste in construction investment.

Regarding investment management, natural resources and environment: Voters recommended paying attention to resolving the situation of suspended projects, projects with many delays; settlement of completed projects in some localities is slow; the quality of some projects is low, some works and projects are completed but not put into use, causing waste and creating frustration among the people. At the same time, it is necessary to strengthen the resolution of environmental pollution in industrial parks, craft villages and production and business establishments... In rural areas, many districts have not planned areas for treating domestic and industrial waste. Voters also recommended the need for effective solutions to speed up the issuance of land use right certificates to people and ownership of houses attached to land in urban areas.

Regarding state management and administrative reform: Voters suggested that the current unlicensed installation of mobile transmission stations, especially in Vinh City, has significantly affected urban planning and landscape architecture, causing concern for the people. Administrative reform has not met requirements; administrative procedures in some areas have not been made public and implemented promptly; the one-stop mechanism in some units is still formal; administrative skills and public ethics of a number of cadres, civil servants and public employees are still weak, lacking dynamism, and have not implemented well the code of conduct when communicating with the people. The work of receiving people at all levels and sectors has not received due attention and direction. The work of enforcing civil judgments has not been directed to be implemented resolutely.

The annual staffing quotas in some agencies and units are not reasonable; the annual recruitment of civil servants and public employees is slow; the attraction of civil servants and public employees and the use of labor contracts in some places are not in accordance with regulations; the post-inspection and examination handling of the management of cadres and civil servants has not received due attention. The assignment of training enrollment quotas associated with staffing quotas in some universities and colleges lacks a scientific basis, creates an imbalance between training and human resource needs, affects the division of training, especially vocational training, and causes waste of the State budget.
