The White Book on Religion affirms that Vietnam does not discriminate against beliefs or religions; there are no conflicts or contradictions between religions. People of different beliefs and religions live together in harmony in the community of Vietnamese ethnic groups. All religions are equal before the law, and the State does not discriminate on the basis of beliefs or religions.
The Law on Belief and Religion (No. 02/2016/QH14) also affirms the right to freedom of belief and religion of every citizen and clearly stipulates the prohibition of taking advantage of belief and religion activities for personal gain, affecting social order and security. Organizations and individuals participating in belief and religion activities must comply with the Constitution, the Law on Belief and Religion and other relevant legal provisions (Article 9).

However, in reality, many activities of some religions have violated Vietnamese laws, such as: practicing and practicing without registration; not having a place for religious activities as prescribed; many subjects use the name of religious activities to take advantage of spreading toxic and reactionary ideologies...
Various forms of religion and “strange religions” continue to develop illegally with various methods and tricks in Nghe An and many other provinces and cities. Illegal proselytizing and dissemination of documents through groups and forums on social networking sites make it difficult for authorities to detect and combat them.

Many people also take advantage of the situation in which our country is stepping up anti-corruption efforts and handling officials at all levels who violate the law to insert religious propaganda content, thereby reducing people's trust in the Party, the State and our country's political system, causing division in the great national unity bloc.
That requires the persistent persuasion of the government, organizations, functional forces and people towards those who follow strange religions. Besides the participation of relatives and family members, the close attention and propaganda of organizations and associations will make the subjects understand the truth of the matter. Illegal proselytizers have promised participants that they will be rich, happy, healthy... but in reality, it is not so. Therefore, the entire political system has taken part in propaganda and mobilization of those who accidentally follow strange religions to return to normal life...
Mr. Vu Giong Dia - Secretary of the Huoi Mu Party Cell, Huoi Tu Commune, Ky Son District (Nghe An) shared: “In early 2023, the villagers informed the Party Committee and the village management board about the case of a couple in the village who had “strange signs”. Through investigation, it was known that the couple was following a “strange religion”. The Party Committee, mass organizations, and the village management board directly met the couple to talk and advise them to live in harmony with the village, with the traditions of the people, and not to listen to bad people. Many villagers, when meeting the couple, also advised them not to follow the strange religion. After a while, because of shame, the couple asked to go far away to work.”

In some localities in Nghe An, when information was received that there would be groups of people coming to practice strange religions in the area, the Party Committee, authorities, organizations and functional forces increased propaganda work so that the majority of people understood illegal proselytizing activities. At the same time, measures were taken to help people understand the true nature of groups of people following strange religions operating in the area. Illegal proselytizing groups, once they have gained influence, often set the goal of expansion to increase the attraction of people to participate.
During the discussion, Mr. Nguyen Van Long - former Deputy Head of the Religious Affairs Department of Nghe An province said: "Some villages and hamlets in the mountainous areas of Nghe An have added to the village covenant the content of eliminating backward customs and "not following strange religions". On that basis, whenever there are people in the villages and hamlets following "strange religions", the brothers in the clan, the villagers and all levels and sectors actively persuade those who have followed "strange religions", not to listen to bad people, and to return to normal life. This work requires perseverance, combining the participation of departments, branches, Party committees, social organizations with relatives, clans and functional forces".

RAISING VIGILANCE FROM THE GROUND
To effectively prevent illegal proselytizing, it is necessary to start by raising the awareness of each family member and promoting the spirit of village solidarity, abiding by the law and village conventions, not participating in social evils, not listening to bad propaganda, and not following "strange religions".
Many villages in Nghe An have promoted a management model based on clan and family relationships, the prestige of clan leaders and village elders to eliminate backward customs, stay away from social evils and "strange religions". This approach has led to the emergence of many good self-managed residential group models. Currently, Nghe An has 3,799 blocks, hamlets and villages; On that basis, nearly 63,000 self-managed residential groups have been formed, operating on the principle of promoting the spirit of solidarity, mutual love and affection, promoting democracy, self-management, self-awareness and voluntariness of households, in accordance with the provisions of law, village conventions and regulations of villages, communes and residential groups.

Mr. Lu Quang Hung - Head of the Propaganda Department of the Ky Son District Party Committee (Nghe An) shared: “In order to effectively propagate, the content that needs to be conveyed is edited briefly and translated into ethnic languages so that levels, sectors, organizations, and functional forces can disseminate it to the villages. The form of propaganda is through loudspeakers, through village cadres, through leaflets, and there are many campaigns to organize mobile propaganda teams to each village. On that basis, in Ky Son, important content is edited and translated into ethnic languages by the district and then quickly transferred to the grassroots, including propaganda content on preventing illegal proselytizing”.
Regarding this field, a representative of Nghe An Police said: Reality requires all levels and sectors to strengthen the work of gathering information from the people themselves to have timely prevention and control plans. On that basis, step up propaganda work, mobilize people to actively support authorities at all levels to fight and handle illegal proselytizing activities. In the new period, hostile and destructive elements at home and abroad continue to take advantage of the issue of freedom of belief and religion to oppose the Party and the State, divide and sabotage the national and religious solidarity bloc.

In the country, subjects take advantage of loopholes and shortcomings of organizations and individuals in the process of implementing policies to provide false and distorted information about the situation of ensuring freedom of belief and religion; incite and exploit religious dignitaries with extremist ideologies. In a number of incidents related to the religious field, hostile and reactionary forces have incorporated political elements, incited people to cause religious hotspots, falsely accused our State of suppressing religion, prohibiting the construction and repair of places of worship, and hindering religious activities of dignitaries, officials, monks, etc.
Abroad, many exiles also take advantage of religious and ethnic issues, especially the annual release of false reports by the United States Commission on International Religious Freedom (USCIRF) on democracy, human rights, freedom of belief, and freedom of religion in Vietnam, to increase their sabotage.

This reality requires the effective coordination of socio-political organizations, Party committees, and grassroots Fatherland Front organizations (Youth Union, Women's Union, Veterans' Association, Elderly Association, Farmers' Association, etc.) in propaganda work and fostering national solidarity. From there, promote the "eyes and ears" of the people in the work of preventing illegal proselytizing, participating with the entire political system in fighting and refuting erroneous and hostile viewpoints, protecting the Party's ideological foundation, ensuring security and order, and best serving the socio-economic development of each block, hamlet, village, and hamlet.
