Resolutely handle illegal vehicles during Tet 2019
(Baonghean.vn) - That is the issue that delegates are interested in and recommend at the Conference on deploying passenger transport work for Tet and the Spring Festival of Ky Hoi 2019 in Nghe An province organized by the Department of Transport on the afternoon of December 27.
Enhance transportation
It is expected that during the New Year and Lunar New Year, the number of passengers traveling by road will be 384,295; by air 385,229.
Accordingly, Bac Vinh Bus Station, Vinh Market Bus Station, and District Bus Station will increase the number of vehicles, with an estimated 7,245 intra-provincial trips and 8,860 inter-provincial trips. The railway industry has planned to run additional train pairs during the Tet holidays; serving the travel needs of the people, ensuring order, safety, and civilization in transportation business activities during the New Year, Lunar New Year, and the Spring Festival of the Year of the Pig 2019.

At the conference, the Steering Committee for Passenger Transport for Tet approved the plan to deploy passenger transport services during the New Year, Lunar New Year and the Spring Festival of Ky Hoi in 2019.
Accordingly, drastic and synchronous solutions will be deployed to ensure order and safety during passenger transportation, measures will be taken to prevent traffic accidents caused by means of transport, and connections between means of transport and functional forces will be strengthened to serve passengers smoothly, ensuring traffic quality and safety.
At the same time, raise awareness of strictly complying with the Road Traffic Law for transport business units. The Provincial People's Committee has established the Steering Committee for Passenger Transport for the Lunar New Year 2019.

The Steering Committee for Passenger Transport for Tet assigns responsibilities to each member to implement the plan, assigns passenger transport operations to ensure traffic safety and implements regulations on passenger transport business conditions during the New Year, Lunar New Year and the Spring Festival of Ky Hoi 2019.
Accordingly, the Department of Transport will compile a list of additional vehicles and coordinate with bus stations to dispatch vehicles to clear passengers at bus stations. The Traffic Inspectorate will coordinate with local authorities to strengthen inspections of traffic safety work.

The provincial police directed functional forces to be on duty, guide traffic flow on key traffic routes; strengthen control and handle violations of traffic safety and order.
Vinh Bus Station, Vinh Railway Station and Vinh International Airport coordinate with functional forces to ensure security and order, post ticket prices, dates, times and schedules specifically; proactively plan ticket sales and notify passengers.
Passenger transport businesses need to prepare enough drivers and staff to meet the requirements of continuous service during Tet. When there is a mobilization order from the Steering Committee, the units must promptly deploy vehicles to participate in Tet service.
Strictly handle illegal vehicle activities
At the conference, transport units requested the Department of Transport to study the traffic flow into the inner city to avoid congestion, handle illegal vehicles that endanger traffic safety, install signs and traffic lights, handle locations of warning points where trees block visibility; encroachment on roads by traders; the situation of increasing and decreasing ticket prices to compete for customers, etc.
Lieutenant Colonel Hoang Duy Ha - Deputy Head of Vinh City Police said that Vinh City Police have handled nearly 300 cases of illegal vehicles operating in a very sophisticated and complicated manner, using contract vehicle conditions to "circumvent the law", registering in other provinces to operate in Nghe An.
"Regarding the handling of illegal vehicles, it is recommended that relevant agencies implement synchronously in handling illegal vehicles, from the starting point to the route and the end point of the journey. At the same time, there needs to be coordination between levels and sectors. In the long term, there should be solutions to manage this fleet, and it is recommended that the Government and the Ministry of Transport supplement and amend the Decree and Circular regulating illegal vehicles to suit this type of service," said Mr. Ha.

Concluding the conference, Mr. Nguyen Duc An - Deputy Director of the Department of Transport, Head of the Steering Committee for Transport for the Lunar New Year 2019 requested transport units and enterprises not to lack vehicles, to proactively have spare vehicles to respond when mobilized; at the same time, emphasizing that the increase in fares must comply with regulations and be strictly managed, not to squeeze passengers or carry people beyond the regulations.

The Deputy Director of the Department of Transport requested transport companies to ensure the number of drivers, avoid driving overloads in terms of time, causing traffic safety problems. At the same time, the Department of Transport will coordinate with functional forces to regulate traffic flow, and not allow traffic jams on inner-city routes.
In particular, the authorities need to strengthen coordination in implementing solutions to inspect, control, and advise on solutions to handle illegal vehicles and technology taxis. Bus stations must resolutely refuse to issue orders to vehicles that do not meet operating conditions.
At the same time, state management agencies must create favorable conditions for resolving administrative procedures for businesses.
