Strengthening the Steering Committee for Enterprise Innovation and Development
Prime Minister Pham Minh Chinh has just signed Decision No. 1100/QD-TTg dated October 4, 2024 to strengthen the Steering Committee for Enterprise Innovation and Development.

Organizational structure of the Steering Committee
Decision No. 1100/QD-TTg clearly states that the Steering Committee for Enterprise Innovation and Development (Steering Committee) is established on the basis of the Steering Committee for Enterprise Innovation and Development established under Decision No. 98/2000/QD-TTg dated August 17, 2000 of the Prime Minister.
The Head of the Steering Committee is the Deputy Prime Minister. The Permanent Deputy Head is the Minister, Head of the Government Office.
Deputy Head of the Board: Maintain 02 Deputy Heads as present in Decision No. 19/QD-TTg dated January 3, 2020 and Decision No. 286/QD-TTg dated April 6, 2024 of the Prime Minister.
The Steering Committee members include: Full-time member (maximum 01 position); Deputy Head of the Government Office and Deputy Ministers of the Ministries of Planning and Investment, Finance, Justice, Labor - Invalids and Social Affairs, Home Affairs, Agriculture and Rural Development, Natural Resources and Environment, Public Security, Deputy Governor of the State Bank of Vietnam.
In addition, the Steering Committee members include Deputy Chief of the Party Central Office, Deputy Head of the Central Economic Commission, Secretary of the Party Committee of the Central Enterprises Bloc, Vice Chairman of the Vietnam General Confederation of Labor, Vice Chairman of the State Capital Management Committee at Enterprises, Vice Chairman of the Hanoi People's Committee, Vice Chairman of the Ho Chi Minh City People's Committee.
Member - Secretary of the Steering Committee is Director of the Department of Enterprise Innovation, Government Office.
Except for the full-time member positions as decided by the Prime Minister, the remaining members of the Steering Committee operate on a part-time basis as prescribed.
Functions of the Steering Committee
The Steering Committee for Enterprise Innovation and Development is an inter-sectoral coordination organization with the function of researching, consulting, recommending, and assisting the Prime Minister in directing and coordinating the resolution of important, inter-sectoral issues on the arrangement, innovation, and improvement of the operational efficiency of state-owned enterprises; the development of enterprises in other economic sectors; and the transformation of public service units into enterprises.
Duties of the Steering Committee
The Steering Committee is responsible for assisting the Prime Minister in orienting strategies and solutions to reorganize, innovate and improve the operational efficiency of state-owned enterprises; developing enterprises of other economic sectors; and converting public service units into enterprises.
The Steering Committee assists the Prime Minister in directing and coordinating ministries, ministerial-level agencies, government agencies, People's Committees of provinces and centrally run cities, and relevant agencies and organizations to resolve problems and inadequacies in policies and mechanisms, and in the organization and implementation of the arrangement, innovation and improvement of the operational efficiency of state-owned enterprises; the development of enterprises of other economic sectors; and the transformation of public service units into enterprises. Research and propose solutions to difficulties and obstacles in the production and business activities of enterprises, contributing to improving the operational efficiency of enterprises and performing other tasks assigned by the Prime Minister.
Powers of the Steering Committee
The Steering Committee is allowed to directly work with or invite leaders of ministries, ministerial-level agencies, government agencies, People's Committees of provinces and centrally run cities, organizations, associations, experts, and related enterprises to attend meetings and working sessions of the Steering Committee related to the functions and tasks of the Steering Committee.
Organize working delegations to urge ministries, ministerial-level agencies, government agencies, People's Committees of provinces and centrally run cities, and enterprises to implement the directions of the Government and the Prime Minister in the areas under the supervision of the Steering Committee.
Ministries, ministerial-level agencies, government agencies, People's Committees of provinces and centrally run cities, and enterprises are requested to report, provide information, coordinate in performing the tasks of the Steering Committee and exercise other powers assigned by the Prime Minister.
The Government Office is the standing agency of the Steering Committee, responsible for ensuring the operating conditions of the Steering Committee, and using its apparatus to organize the implementation of the Steering Committee's tasks.
The Department of Enterprise Innovation under the Government Office is a permanent unit assisting the Steering Committee in organizing the implementation of the Steering Committee's tasks; arrange about 3-5 people from the Department of Enterprise Innovation to assist the Steering Committee. The specific number is upon request of the Head of the Committee.
