Strengthening the National Traffic Safety Committee and Traffic Safety Committees of provinces and centrally run cities

On September 28, 2011, the Minister of Transport signed Document No. 6069/TTr-BGTVT to the Prime Minister on the consolidation of the National Traffic Safety Committee and Traffic Safety Committees of centrally-run provinces and cities. This Draft Document has been revised and completed based on the comments of relevant ministries and branches.

According to Resolution No. 88/NQ-CP and Notice No. 218/TB-VPCP, Deputy Prime Minister Nguyen Xuan Phuc, concurrently Chairman of the National Traffic Safety Committee; The Ministry of Transport drafted a decision and a report on the reorganization of the National Traffic Safety Committee to the Ministry of Home Affairs for appraisal and submission to the Prime Minister.

In the report No. 6069/TTr-BGTVT, Minister of Transport Dinh La Thang affirmed the need to strengthen the National Traffic Safety Committee, to promote personal responsibility, the head before the Chairman of the Committee.

Accordingly, the composition of the Committee members will be from the Deputy Minister level and above to suit the administrative reform and position. The Standing Committee is the organization that performs the regular tasks of the National Traffic Safety Committee, including the Chairman, Deputy Chairman and members who are leaders of the General Department, Departments and Divisions of a number of agencies under the agencies whose members are members of the Committee.

The report also stated that the Committee works periodically every 3 months. During the time the Committee is not in session, there should be a Standing Committee to direct, advise, propose, and directly handle the Committee's regular work.

The Standing Office of the National Traffic Safety Committee will be changed to the Office of the National Traffic Safety Committee because the Committee already has a Standing Committee and is consistent with the Office's mission as a specialized agency to assist and perform administrative management of the office.

According to the report, Ban Duong Newspaper is still the mouthpiece of the National Traffic Safety Committee; the National Traffic Safety Project Management Board is still an agency under the Committee.

The Commission's duties and powers will focus on two main groups.

Group 1: Advise the Prime Minister in directing and operating the coordination activities to ensure traffic safety among ministries, branches and localities nationwide. Including the following tasks: Research and evaluate the traffic safety situation and propose to the Prime Minister inter-sectoral plans and implementation roadmaps to ensure traffic safety to promote efficiency and synchronization, helping the Prime Minister resolve issues under the Prime Minister's authority.

Group 2: Directly perform tasks, direct and coordinate the operation to ensure traffic safety such as researching, evaluating and recommending amendments, supplements or promulgation of new mechanisms, policies and legal documents on ensuring traffic safety; orienting and developing plans to propagate and disseminate laws on traffic safety, guiding the implementation of inter-sectoral plans and solutions to ensure traffic safety; directing the coordination between functional forces in patrolling, controlling, inspecting, examining and handling violations of laws on ensuring traffic safety.

The provincial Traffic Safety Committee has agreed to stipulate two positions of Deputy Head of the Committee, the Standing Deputy Head is the Director of the Department of Transport, the Deputy Head is the Deputy Director of the provincial police. The Department of Transport is the standing agency of the provincial Traffic Safety Committee and the office is located at the Department of Transport to clearly define the focal role and unified organizational model nationwide. Currently, there are still 5 provinces (Binh Duong, Tay Ninh, Phu Yen, Binh Dinh, Dien Bien) with the Committee office located at the Provincial Police, in the coming time the Offices will continue to be improved to operate smoothly.
