Experience in eliminating 'blank' party cell areas in Nghi Loc

Accordingly, the District Party Committee promptly issued documents, plans, and action programs to lead, direct the implementation, and established steering committees, support teams, and working groups in party committees with hamlets that do not have party cells, do not have party members, and hamlets at risk of no longer having party cells in the area. At the same time, it organized the dissemination and implementation of Project 01 from the district to the grassroots level; directly worked with subordinate party committees to guide, urge, and inspect the development of plans and organization of project implementation; oriented specific tasks and some key solutions to focus on effective implementation. District-level socio-political organizations worked with commune-level organizations to direct the development of implementation plans, actively creating sources for training and recruiting party members.

Party committees of communes with hamlets that do not have party cells, do not have party members, or hamlets at risk of no longer having party cells must organize dissemination and develop implementation plans; select prestigious people to participate in working groups; and, through practical activities at the grassroots level, find factors to propagate, mobilize, and nurture outstanding masses, aiming at the goal of developing party members on the spot.

Typically, Nghi Phuong Commune Party Committee has had a creative and practical approach, which is to establish two working groups in hamlets 6 and 15, including cadres and party members in religious areas who are prestigious, dedicated to the movement, and have a high sense of responsibility in propaganda and mobilization work, helping people develop the economy and society, and build the movement. Thereby, positive factors are discovered among Catholics to nurture and create a source for developing local party members. When conditions are met, a party cell is established and then expanded to other hamlets.

For example, Nghi Thuan Commune Party Committee has established 5 working groups in hamlets: 2, 4, 7, 9 and 10, each working group has from 3 to 4 comrades who are cadres, civil servants of the commune, standing members of commune-level organizations and some experienced party members from other party cells participating. These working groups operate according to the plan directed by the Party Committee, when they are effective, they will proceed to establish a party cell.

With similar methods, Nghi Van Commune Party Committee established a Party cell in Hamlet 16, Nghi Kieu Commune Party Committee established a Party cell in Hamlet 1B, these are parishioners' hamlets that previously had no Party cells. Party member recruitment work in some units also had positive changes such as: Nghi Van Commune Party Committee created sources and recruited 2 Party members in Party cell 5B - a hamlet at risk of having no Party cells. In addition, socio-political organizations discovered 12 members who are positive factors to nurture and create sources for Party development.

However, the implementation of Project No. 01 in Nghi Loc district still faces many difficulties. Up to now, the whole district still has 11 hamlets without Party cells, 22 hamlets without local Party members; 34 hamlets have established Party cells but need to increase Party members in activities, of which 12 Party cells do not have local Party members and 4 hamlets are at risk of no longer having Party cells.

The hamlets without party cells are all Catholic hamlets, the factors for developing party members are limited, most of the hamlets without local party members are located in the Southeast Economic Zone, the planning is not stable, the economic and social conditions are still difficult, many hamlets do not have cultural houses for activities; the quality of activities of some political and social organizations in some Catholic areas still has limitations.

Faced with that reality, continuing to effectively implement Project No. 01-DA/TU, dated August 10, 2016 of the Provincial Party Committee on "Building Party cells, developing Party members in blocks, hamlets, and villages without Party cells, without Party members, and blocks, hamlets, and villages at risk of no longer having Party cells in the period of 2016 - 2020", Nghi Loc District Party Committee focused on directing the Fatherland Front, district-level socio-political organizations and grassroots Party organizations to effectively implement the issued programs and plans.

Proactively issue or recommend, propose competent authorities to issue appropriate policies and mechanisms, prioritize infrastructure construction, develop economic models and support cadres and party members to strengthen their work in hamlets without party cells. Develop working regulations for the steering committee and support teams. Assign and delegate responsibilities more clearly to departments, branches and organizations; Party committee members monitor the grassroots and members of the steering committee and support teams, and urge implementation according to the set schedule.

In addition, survey the team of teachers, doctors, medical staff, demobilized soldiers, civil servants, public employees, and party members of religious origin to transfer them to work and live in the areas of hamlets without party members, without party cells, or in border areas to serve as the core to build the movement, develop party members, and develop party cells.

On the other hand, focus on improving the quality of activities of Party cells and political organizations at the grassroots level, especially youth union cells and women's union cells in hamlets without Party cells or Party members; organize movement activities, thereby discovering positive factors to foster and create sources for Party member development; develop plans for supervision, inspection and supervision; periodically organize preliminary reviews, remedial measures, draw lessons from experience, promptly commend collectives and individuals who have performed well, replicate good practices, and at the same time criticize, remind, and seriously review collectives and individuals who have not performed well and adjust unreasonable points to perform better.
