Funding for textbook compilation will not be concentrated.

The State will not invest in compiling textbooks uniformly and equally, but will focus on investing in disadvantaged localities and educational institutions.

Currently, the Draft Project on innovation of general education programs and textbooks is being commented on and reviewed by the Standing Committee of the National Assembly's Committee on Culture, Education, Youth and Children before being submitted to the Government and the National Assembly. One of the points that has attracted public attention is that the Draft Project mentions the socialization of textbook compilation and publication. Thus, in the future, teachers and students will be taught and studied using many different types of textbooks.

To clarify the policy of socializing textbooks and issues related to the implementation of curriculum and textbook innovation, Professor, Doctor of Science (GS.TSKH) Dao Trong Thi, Chairman of the National Assembly's Committee on Culture, Education, Youth and Children, gave an interview to the press.

There are many sets of textbooks to promote the intelligence of society.

PV:In the Draft Project for the Innovation of General Education Program and Textbooks, there is a mention of the policy of socializing textbooks. This means that there will be many organizations and individuals compiling and publishing textbooks. Can you explain this new policy?

Prof. Dr. Dao Trong Thi:The policy of socializing textbooks not only aims to mobilize social resources together with State agencies to compile textbooks but also to promote the intelligence of the whole society to participate in this work. This policy will also contribute to promoting healthy competition in the quality of textbooks between publishers, organizations and individuals.

To implement the above policy, the whole society must cooperate with State agencies in managing and supervising organizations and individuals in compiling and publishing textbooks.

PV:The project also proposes two options for reforming general education programs and textbooks. In your opinion, which option is the most feasible and effective?

Prof. Dr. Dao Trong Thi:I am inclined towards the option that the Ministry of Education and Training takes the initiative to compile and publish a set of textbooks. Having many sets of textbooks is necessary, but we cannot pursue the textbook business, demanding equal rights for organizations and individuals who compile books. The important thing is that we must aim to compile textbooks that ensure quality, meet standards and are for the benefit of students. Therefore, in addition to socializing textbooks, it is necessary to have a set of textbooks compiled by the Ministry of Education and Training.

PV:Can you tell us how much funding will be needed to implement the project?

Prof. Dr. Dao Trong Thi:Currently, the Draft Project on innovation of general education programs and textbooks submitted by the Ministry of Education and Training to the National Assembly's Committee on Culture, Education, Youth and Children has not clearly stated the amount of money to implement the Project.

As far as I know, there will be no centralized source of funds, but the funds will be allocated according to the budget regulations for localities. However, the direct budget for curriculum development, writing and publishing textbooks, training and fostering teachers, and support for localities and educational institutions in difficulty will be clearly defined.

The State will not invest in compiling textbooks uniformly and on average, but will focus on investing in disadvantaged localities and educational institutions so that they can achieve minimum goals in terms of facilities and teaching staff when implementing curriculum and textbook innovation.

In addition, the Government always encourages localities, organizations and individuals to contribute funds to textbook compilation.

The most worrying thing is the teacher's qualifications!

PV:The project to innovate general education programs and textbooks is a big project, directly affecting millions of teachers and students. So what are you most concerned about when implementing this project?

Prof. Dr. Dao Trong Thi:What I am most concerned about is the conditions of facilities and teaching staff to implement the Project. If textbooks are innovated, the curriculum must also change accordingly, so the most important thing is to have a qualified teaching staff to meet the needs of teaching in the spirit of innovation. Not only do Pedagogical schools have to innovate and be one step ahead in teacher training, but the most difficult problem for localities today is to carry out training, coaching and retraining hundreds of teachers who have worked for many years.

PV:Could you please tell us how far the review of the Draft Project on innovation of general education programs and textbooks is progressing?

Prof. Dr. Dao Trong Thi:Currently, the Draft Project on Innovation of General Education Programs and Textbooks has been prepared by the Ministry of Education and Training for a long time and is continuing to seek opinions from the Standing Committee of the National Assembly's Committee on Culture, Education, Youth and Children. The Project has not been announced because the Government has not approved it. Therefore, it can only be submitted to the National Assembly for consideration and approval when the Government approves it.

Draft 2 plans to implement the Project to innovate general education programs and textbooks

Option 1:The Ministry of Education and Training proactively organizes the compilation of a complete set of textbooks; at the same time, encourages organizations and individuals to compile other sets of textbooks or textbooks, especially textbooks for disadvantaged areas and ethnic minority areas.

Option 2:Encourage organizations and individuals to compile textbooks; the Ministry of Education and Training only compiles textbooks that organizations and individuals do not register to compile.
