Expenses for visiting and giving gifts to units and policy beneficiaries on the occasion of Tet Giap Ngo

Article 1.From the provincial budget, from the Tet gift fund, July 27 for policy beneficiaries and social beneficiaries in 2014, the amount: 1,148,400,000 VND (One billion, one hundred and forty-eight million four hundred thousand VND), allocated to the Department of Labor - Invalids and Social Affairs and the People's Committees of districts, cities and towns to give gifts to policy units, policy families and people with meritorious services to the revolution on the occasion of the Lunar New Year of Giap Ngo in 2014.

Article 2.The Department of Finance and the Provincial State Treasury shall carry out procedures for allocating and managing the above funds according to current regulations. The Department of Labor, War Invalids and Social Affairs and the People's Committees of districts, cities and towns shall manage and use the allocated funds in accordance with the regulations and for the approved purposes.

Article 3. This Decision comes into force from the date of signing.

Chief of Office of the Provincial People's Committee; Directors of the Department of Labor - Invalids and Social Affairs, Department of Finance, State Treasury of Nghe An; Heads of relevant departments and units and Chairmen of People's Committees of districts, cities and towns are responsible for implementing this Decision.

To effectively carry out social assistance work to contribute to stabilizing people's lives during the 2014 Lunar New Year, the Department of Labor, Invalids and Social Affairs has issued documents directing the implementation of social protection regimes during the 2014 Lunar New Year.

Accordingly, for people with revolutionary contributions, the total budget is about: 145,137,600,000 VND, including: Organizing the payment of regular preferential allowances in February 2014 for over 83,500 beneficiaries, with an amount of about 110 billion VND; Tet gift money: organizing the giving of gifts to units doing policy work, people with revolutionary contributions on the occasion of the 2014 Lunar New Year, specifically: Gifts from the President: given to 99,804 people, with the levels: 400,000 VND/person given to 3,028 people and 200,000 VND/person given to 96,776 people; Gifts from the provincial budget: from the provincial budget, from the career resources of the Labor - Invalids and Social Affairs sector in 2014 (specific levels according to Decision No. 5654/QD-UBND dated December 21, 2011 of the Provincial People's Committee).

to give gifts to policy units, policy families and typical policy beneficiaries (including gifts to 6 policy units; gifts to 42 typical policy households; gifts to 6,490 children of resistance fighters infected with toxic chemicals; gifts to 250 resistance fighters captured and imprisoned by the enemy); Gifts from the budgets of districts, cities and towns: gifts to the remaining policy beneficiaries. Depending on local conditions, the level of visiting gifts is not less than 100,000 VND/person/time.

Regarding the gift-giving, longevity-congratulation and longevity-celebration regime for the elderly, there are 34,848 people with a total cost of 6,878,425,000 VND. Of which, the elderly aged 70 and 75 years old are supported with 100,000 VND/person, the elderly aged 80 years old are 200,000 VND/person; the elderly aged 85 years old are supported with 300,000 VND/person; the elderly aged 90 years old are 300,000 VND/person with a gift worth 100,000/person; the elderly aged 95 years old are 300,000 VND/person; the elderly aged 100 years old are supported with 500,000 VND/person and a gift worth 5m of fabric (each meter is 65,000 VND); the elderly over 100 years old are 400,000 VND/person. In addition, 42 outstanding elderly people in the province were proposed to receive gifts from provincial leaders.

For the poor household support regime, the support level for each household is 100,000 VND/household (according to Decision 6540/QD-UBND), this funding source has been transferred by the Department of Finance to districts, cities and towns. In addition, there is a plan to provide regular subsidies for social protection beneficiaries; gifts for the elderly and children in especially difficult circumstances, poor households and drug rehabilitation and drug rehabilitation management units (total funding of about 62 billion VND)...
