In Vinh city, with a strong cooperative force of 24 agricultural cooperatives and 23 non-agricultural cooperatives, the City Party Committee, the City People's Committee, and the Cooperative Union are also paying great attention and creating many favorable conditions for development. A series of policies to strengthen and innovate cooperatives such as: establishing the Cooperative Development Fund, in the past 3 years, disbursed support for 8 cooperatives with the amount of 4.9 billion VND.

Policies on training and educating human resources and management teams for cooperatives, and financial support for sending university-level staff to cooperatives. The city also issued policies on investing in technological innovation for cooperatives, training on production and business plans for cooperatives...

For non-agricultural cooperatives: reviewed land, completed legal procedures to issue red books to cooperatives, leased land long-term to 12 cooperatives, created conditions for leasing land in small industrial parks in the city, organized tours for cooperatives and directed points to replicate the model in the direction of new-style cooperatives. The selected models are Hung Hoa 2 Cooperative and Quyet Thanh Cooperative.

The city has directed the establishment of 5 new cooperatives, including 3 market cooperatives (Ben Thuy, Cau Kenh Bac, Cua Bac market cooperatives), 1 industrial cooperative, 1 agricultural, industrial, and service cooperative. Directed and urged 7 cooperatives to implement the process of converting production and business from agriculture to multi-industry and multi-occupation.

Identifying that strengthening and improving the operational efficiency of cooperatives is a difficult, complicated, and long-term issue, the City has issued a specialized Resolution on strengthening and developing cooperatives; establishing a Steering Committee to implement the project in the City and wards and communes.

In the city, the Head of the Board is the Chairman of the City People's Committee, the Deputy Head is the Vice Chairman in charge of economy. Every year, there is an assessment, summary and commendation of the achieved results. Those results show that Vinh City has paid great attention and created favorable conditions for the cooperative economy to develop and improve the lives of its members.

Joint ventures and associations between cooperatives and investors to establish feasible projects that benefit members and the collective are the right thing to do and need active support from localities and all levels, but must create momentum for the sustainable development of cooperatives.

Joint ventures, associations, and share transfers need to be made public and transparent so that the state can manage the status of shareholders. Joint ventures, associations, and share purchases in cooperatives need to be inspected and clarified when there are signs of profiteering or benefiting a group of people. Ineffective cooperatives must have their land reclaimed from the state. Avoid the situation of land being leased and then re-leased to make a profit from the premises.

In fact, although many cooperatives are not operating effectively, the city has not yet recovered any land from any unit. It is necessary to check and control the purchase and transfer of shares in cooperatives, especially cooperatives with red books.

We believe that with Directive No. 02 of Vinh City Party Committee on strengthening the management of cooperatives in the city with specific contents, Vinh City's cooperative economy will continue to receive leadership and direction from Party committees and authorities at all levels. In particular, Vinh City will rectify and control the transfer and leasing of cooperative premises under many names, contributing to the development of cooperative economy in the right direction in the spirit of Resolution 5 of the Central Committee (Term IX).
