“Human rights awards” are one of the sophisticated tricks and tactics that Viet Tan and reactionary organizations use to sabotage the Vietnamese state. Their purpose is to destabilize the security and order situation; lower the prestige and position of Vietnam; incite division and cause people to lose confidence in the Party and State to serve the strategy of “peaceful evolution” and the ultimate goal is to transform the socialist regime in Vietnam.
In the world, recently, information and images of protests and riots in some countries such as Venezuela, Bangladesh and Myanmar have appeared widely on cyberspace through platforms such as Facebook, Telegram, YouTube... In Bangladesh, violent protests lasting from July to early August 2024 forced the government to declare a curfew, impose martial law, close schools nationwide..., causing serious impacts on society; Prime Minister Sheikh Hasina had to resign and leave the country.
The above-mentioned protests, riots, and armed conflicts in the direction of “color revolution”, it is easy to see that cyberspace is one of the important media that hostile forces and opposing subjects thoroughly exploit to spread distorted information, call for, organize and gather people, initially following street movements, then leading to riots, attacks on police and military forces, paralyzing and collapsing the government.
In that situation, the work of protecting the Party's ideological foundation and fighting against erroneous and hostile viewpoints must be put in perspective, always proactively grasping the situation in the locality and in cyberspace, to promptly detect sabotage activities of subjects to serve propaganda and fighting work.
Practices in Nghe An and some localities across the country show that, in order to do a good job of protecting the Party's ideological foundation, it is necessary to have solutions to improve the capacity, create "resistance", and "self-immunity" for each cadre and party member against bad and toxic information and wrong views of hostile forces. That is to strengthen propaganda and education on Marxism-Leninism, Ho Chi Minh's thought and the Party's guidelines and policies, the State's policies and laws for cadres and party members, especially party members at the grassroots level; promptly provide official information in all fields, from politics to economics, society, to "hot" issues at home and abroad; open training courses to equip them with skills in using social networks, skills to distinguish between right and wrong, positive and negative, good and bad information on cyberspace; raise awareness, responsibility and the important role of party members on cyberspace.

Party committees and organizations at all levels must maintain a disciplined, serious and strict implementation of the regime of self-criticism and criticism, self-examination and self-correction according to Conclusion 21-KL/TW of the 4th Central Conference, 13th tenure, in conjunction with the implementation of Directive 05-CT/TW, dated May 15, 2016 of the Politburo (12th tenure) on promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle. Because if self-criticism and criticism are done well from the Party cell level, it will certainly bring practical results in preventing and combating "self-evolution" and "self-transformation" of each cadre and Party member in cyberspace.
In addition, each cadre and party member also needs to raise awareness, capacity, responsibility, become a "wise person", have critical thinking, appraisal, evaluation, analysis, comparison, "see right then protect", "see wrong then resolutely fight", every time receiving information on social network space; promote the spirit of "party members go first, the country follows", be a pioneering, exemplary force, use cyberspace responsibly and most effectively; affirm the important role and position on the front line of fighting, refuting false and hostile information on the internet and social networks.

Press agencies need to increase news, articles, and reports on protecting the Party's ideological foundation. For example, Nghe An Newspaper regularly maintains the column "Protect the Party's ideological foundation" on both print and electronic newspapers as well as social networking platforms, to provide timely and oriented information on sensitive events and issues, as well as to combat the tricks and schemes of reactionary forces.
Agencies such as Nghe An Provincial Youth Union have launched the Campaign "One good news every day, one beautiful story every week"; the Provincial Party Committee of Agencies launched the Writing Contest "Bright examples around us"... to post on social networking sites of organizations and individuals, aiming to "use the good, eliminate the bad", use positive information to push back bad and toxic information on social networks.
The Provincial Party Committee's Propaganda Department has published two books "Identifying plots and peaceful evolution activities of hostile forces in the fields of ideology and culture; awareness of preventing and combating self-evolution and self-transformation" and "Improving the effectiveness of protecting the Party's ideological foundation, fighting against hostile and erroneous views in Nghe An province"; successfully defended a provincial-level scientific topic "Current situation and solutions to improve the effectiveness of propaganda work, fighting against plots and peaceful evolution activities of hostile forces in the fields of ideology and culture in Nghe An province at present"... contributing to equipping Party committees and authorities at all levels with knowledge, skills and measures to effectively participate in protecting the Party's ideological foundation.
Along with that, it is necessary to mobilize cadres and party members to actively participate in the Political Writing Contest on protecting the Party's ideological foundation and fighting against erroneous and hostile viewpoints. From the participation of a large number of cadres, party members and people from all walks of life, there have been many good quality entries (in 2023, Nghe An province had more than 4,600 entries; nationwide, there were more than 301,365 entries). With profound content, vivid presentation, meaningful illustrations... these articles have become a rich source of materials with high combativeness, directly serving the work of agencies and units in each locality, in the propaganda work of protecting the Party's ideological foundation and fighting against erroneous and hostile viewpoints.
The Party and State of Vietnam always recognize, respect, protect and ensure the legitimate human rights of all citizens. This viewpoint is not only reflected in the Vietnamese Constitution, laws, resolutions, decrees, and social policies, but is also confirmed through the signing of international conventions on human rights, and the recognition by international organizations and progressive countries in the world.
Vietnam's achievements in human rights are the most convincing and undeniable evidence. Many countries and territories have chosen Vietnam as a reliable partner for peace, independence and development. As of March 2024, Vietnam has 7 Comprehensive Strategic Partners: China, Russia, the US, India, South Korea, Japan, Australia; 18 Strategic Partners (including 7 Comprehensive Strategic Partners) and 12 Comprehensive Partners.
Vietnam's election by the United Nations General Assembly as a member of the Human Rights Council (for the second time) for the 2023-2025 term is a slap in the face of Viet Tan and other democracy traders when discussing human rights in Vietnam.
It can be said that, in the context of the increasingly complicated world situation, hostile forces are constantly looking for ways to sabotage our country, every Vietnamese citizen, especially every cadre and party member, needs to be exemplary in fulfilling their responsibilities, "building our Fatherland to be increasingly prosperous, our people to be increasingly happy, our country to be increasingly developed and prosperous".[*]. That is the healthiest environment to eliminate and neutralize reactionary, hostile, defamatory, and distorted propaganda.
