"Human Rights Awards" are one of the sophisticated tricks and tactics used by Viet Tan and other reactionary organizations to undermine the Vietnamese state. Their goal is to destabilize security and order; lower Vietnam's prestige and standing; incite division and erode public trust in the Party and State, serving their "peaceful evolution" strategy; and ultimately, to transform the socialist regime in Vietnam.
Globally, in recent times, information and images of protests and riots in countries such as Venezuela, Bangladesh, and Myanmar have been widely disseminated online through platforms like Facebook, Telegram, and YouTube. In Bangladesh, violent protests lasting from July to early August 2024 forced the government to impose a curfew, martial law, and close schools nationwide, severely impacting society; Prime Minister Sheikh Hasina had to resign and leave the country.
The aforementioned protests, riots, and armed conflicts, often described as "color revolutions," clearly demonstrate that cyberspace is one of the crucial communication channels thoroughly exploited by hostile forces and opposition groups to spread distorted information, call for and organize people, initially through street movements, progressing to riots, attacks on police and military forces, and ultimately paralyzing and collapsing the government.
Given this situation, the work of protecting the Party's ideological foundation and combating erroneous and hostile viewpoints must be placed within a comprehensive framework, always proactively monitoring the situation in the locality and on the internet to detect subversive activities by hostile elements early on, in order to serve the propaganda and countermeasures efforts.
Practical experience in Nghe An and some localities across the country shows that, in order to effectively protect the Party's ideological foundation, solutions are needed to enhance the resilience and create "resistance" and "self-immunity" for each cadre and Party member against harmful and toxic information and erroneous views of hostile forces. This includes strengthening the dissemination and education of Marxism-Leninism, Ho Chi Minh Thought, and the Party's guidelines and policies, as well as the State's laws and regulations, to cadres and Party members, especially those at the grassroots level; promptly providing official information in all fields, from politics to economics, society, and "hot" issues domestically and internationally; organizing training courses to equip participants with skills in using social media and distinguishing between true and false, positive and negative, good and bad information in cyberspace; and raising awareness, responsibility, and the important role of Party members in cyberspace.

Party committees and organizations at all levels must maintain a systematic, serious, and strict practice of self-criticism and criticism, self-reflection, and self-correction in accordance with Conclusion 21-KL/TW of the 4th Central Committee Meeting, 13th term, in conjunction with the implementation of Directive 05-CT/TW, dated May 15, 2016, of the Politburo (12th term) on promoting the study and emulation of Ho Chi Minh's thought, morality, and style. Because if self-criticism and criticism are done well from the grassroots level, it will certainly bring practical results in preventing and combating "self-evolution" and "self-transformation" of each cadre and party member in cyberspace.
Furthermore, every official and Party member needs to enhance their awareness, capabilities, and responsibility, becoming "wise individuals" with critical thinking, the ability to assess, evaluate, analyze, compare, and contrast, "defending what is right" and "resolutely fighting against what is wrong" whenever they receive information on social media; promoting the spirit of "Party members lead the way, the people follow," being the pioneering and exemplary force in using cyberspace responsibly and effectively; affirming their important role and position in the fight against and refutation of false and hostile information on the internet and social media.

News agencies and media outlets need to increase the number of news articles and reports on protecting the Party's ideological foundation. For example, Nghe An Newspaper regularly maintains a special section on this topic.Protecting the Party's ideological foundation"This is done in both print and online newspapers, as well as on social media platforms, to provide timely and well-directed information on sensitive events and issues, and to combat the schemes and tactics of reactionary forces."
Organizations such as the Nghe An Provincial Youth Union have launched the campaign "One good news story every day, one beautiful story every week"; the Party Committee of the Provincial Agencies Bloc has launched the writing contest "Shining Examples Around Us"... to post on the social media pages of organizations and individuals, aiming to "use the good to overcome the bad," using positive information to push back against harmful and toxic information on social media.
The Provincial Party Committee's Propaganda Department has published two books: "Identifying the plots and activities of hostile forces in the field of ideology and culture; understanding the prevention and combating of self-evolution and self-transformation" and "Improving the effectiveness of protecting the Party's ideological foundation and refuting erroneous and hostile viewpoints in Nghe An province"; successfully defended one provincial-level scientific research project "The current situation and solutions to improve the effectiveness of propaganda and combating the plots and activities of hostile forces in the field of ideology and culture in Nghe An province"... contributing to equipping Party committees and authorities at all levels with knowledge, skills, and measures to effectively participate in protecting the Party's ideological foundation.
Alongside this, cadres and Party members were encouraged to actively participate in the essay contest on protecting the Party's ideological foundation and combating erroneous and hostile viewpoints. Thanks to the enthusiastic participation of a large number of cadres, Party members, and people from all walks of life, many high-quality entries were submitted (in 2023, Nghe An province had over 4,600 entries; nationwide, there were over 301,365 entries). With profound content, vivid presentation, and meaningful illustrations, these articles have become a rich source of information with high combativeness, directly serving the work of agencies and units in each locality, in the propaganda work of protecting the Party's ideological foundation and combating erroneous and hostile viewpoints.
The Vietnamese Party and State have always recognized, respected, protected, and guaranteed the legitimate human rights of all citizens. This viewpoint is not only reflected in the Vietnamese Constitution, laws, resolutions, decrees, and social policies, but is also confirmed through the signing of international conventions on human rights and recognition by international organizations and progressive countries around the world.
Vietnam's achievements in human rights are the most compelling and undeniable evidence. Many countries and territories have chosen Vietnam as a reliable partner for peace, independence, and development. As of March 2024, Vietnam has 7 Comprehensive Strategic Partners: China, Russia, the United States, India, South Korea, Japan, and Australia; 18 Strategic Partners (including the 7 Comprehensive Strategic Partners) and 12 Comprehensive Partners.
Vietnam's election by the United Nations General Assembly as a member of the Human Rights Council (for the second time) for the 2023-2025 term is a direct slap in the face to the shameful actions of Viet Tan and other so-called "democracy merchants" when discussing human rights in Vietnam.
It can be said that, in the context of an increasingly complex global situation, with hostile forces constantly seeking ways to undermine our country, every Vietnamese citizen, especially every cadre and Party member, needs to set a good example in fulfilling their responsibilities, "building our Fatherland to be increasingly prosperous, our people to be increasingly happy, and our country to be increasingly developed and flourishing."[*]That is the healthiest environment to eliminate and neutralize reactionary, hostile, slanderous, and distorted propaganda.
