Viet Tan, or "Vietnam Reform Revolutionary Party", was founded in 1982 in the United States by a group of Vietnamese exiles. Since its founding,Viet Tan has had many anti-government activities.The Party, the State and the revolutionary cause of the Vietnamese people. Many subjects have been arrested and brought to trial, but they still do not give up their ambition to overthrow the socialist government in Vietnam.
In Nghe An province alone, the authorities have established many projects, prevented, arrested and brought to trial many cases related to the reactionary organization Viet Tan. Typical cases include: Ho Duc Hoa and 13 accomplices engaged in activities to overthrow the people's government, which occurred in 2013; Hoang Duc Binh took advantage of democratic freedoms to infringe upon the interests of the State, the rights and legitimate interests of organizations and citizens, which occurred in 2017; Le Dinh Luong engaged in activities aimed at overthrowing the people's government, which occurred in 2018; Nguyen Nang Tinh made, stored, disseminated or propagated information, documents and items against the Socialist Republic of Vietnam, which occurred in 2019...

Through the cases brought to public trial, through documents and evidence, it is shown that Viet Tan does not hesitate to use any tricks, from distorted propaganda, inciting violence, to funding reactionary groups at home and abroad, with the aim of overthrowing the socialist government in Vietnam.
Pursuant to Vietnamese and international law, on October 4, 2016, the Vietnamese Ministry of Public Security included Viet Tan in the list of terrorist organizations against the Vietnamese State. The Ministry of Public Security also warned that “anyone who participates, propagates, entices, incites others to participate, sponsors, receives sponsorship from Viet Tan; participates in training courses organized by Viet Tan; operates under the direction of Viet Tan... will be an accomplice to terrorism, sponsoring terrorism and will be handled according to the provisions of Vietnamese law”.

In a series of activities against the Vietnamese government, in 2018, Viet Tan created the so-called "Le Dinh Luong Human Rights Award”. The purpose of the award that Viet Tan lied about was “to commend the fighting spirit for the people’s livelihood and civil rights of democracy activists who have made many efforts to fight to protect the rights of their compatriots and the sovereignty of the country” and “to highlight the sacrifices and work of individuals and organizations that are tirelessly fighting for the human rights of the Vietnamese people”.
In fact, when awards are established, the aim is to honor a group or individual with achievements and contributions. The award named human rights must represent sacred and noble values, reserved for those who have made great contributions to the progress in ensuring human rights in countries, territories, or at the regional and global scale. But the ridiculous and absurd thing here is that Viet Tan - a terrorist organization - has established a so-called "human rights award". It must be affirmed that in Vietnam and in the world, if a terrorist organization, which is banned from operating, establishes an award, that award is worthless and illegal.


The plot of the terrorist organization Viet Tan to establish the so-called “Le Dinh Luong human rights award” was revealed when they took the name of a reactionary, who is serving a 20-year prison sentence for “Activities aimed at overthrowing the people’s government”, to name this award, and explained that this is “a patriot who has made many efforts to fight to protect the rights of his compatriots and the sovereignty of the country”!

According to the records of the authorities, Le Dinh Luong (born December 10, 1965, a parishioner of Vinh Hoa parish in Hop Thanh commune, Yen Thanh district, Nghe An province), is a "particularly dangerous reactionary subject belonging to the terrorist organization Viet Tan". Luong has committed the following acts: actively propagandizing and attracting subjects with opposing ideology in Nghe An and Ha Tinh to join the Viet Tan organization, having close relations with reactionary and opposing subjects inside and outside the area.
Le Dinh Luong has repeatedly incited people and directly participated in opposition activities that occurred in Yen Thanh and Dien Chau districts (Nghe An) such as: inciting a number of people to gather and carry banners and slogans with reactionary and opposition content to film, take photos and post them on the internet; organizing the singing of homemade reactionary songs and posting them on the internet; calling for a boycott of the election of deputies to the 14th National Assembly and the election of deputies to People's Councils at all levels for the 2016-2021 term.

Taking advantage of the so-called "environmental protection", Luong and a number of other reactionary and opposing elements incited marches and protests, causing insecurity, disorder, and traffic jams on a number of key routes; provided funds and means for a number of reactionary and opposing elements to serve the marches and protests, causing insecurity and disorder in Ha Tinh, Quang Binh... In particular, through his personal Facebook page "Lo Ngoc", Le Dinh Luong had many articles with content propagating, inciting, distorting, and defaming the Party's policies and guidelines, the policies and laws of the Vietnamese State, distorting history, and defaming leaders with the aim of opposing the people's government.
Luong’s actions not only violated Vietnamese law but also threatened national security and social stability. With the above-mentioned violations of the law, on August 16, 2018, the People’s Court of Nghe An province sentenced Le Dinh Luong to 20 years in prison and 5 years of local probation after completing his prison sentence for “Activities aimed at overthrowing the people’s government”.


After the appeals court on October 18, 2018 upheld the original verdict, knowing that the situation could not be overturned, the terrorist organization Viet Tan created the so-called “Le Dinh Luong human rights award”. Since then, every year, they have coordinated with reactionary organizations abroad to award prizes to those they call “human rights activists in Vietnam”.
For an award to be legitimate, people often consider the factors that make up this award. That is: who or which organization is the “father” of the award? What is the name of the award? Here, considering the above factors, it is true that “birds of a feather flock together”, when the “father” of the “human rights award” is the terrorist organization Viet Tan, and the name of the award is taken from the name of a criminal serving a prison sentence for “activities aimed at overthrowing the people’s government”. This further exposes the terrorist face of Viet Tan, they have violated and defamed the value of human rights but deluded themselves into protecting human rights, for the people!

The "Le Dinh Luong Human Rights Award" established by Viet Tan is not a random act. This is part of their propaganda strategy to sabotage Vietnam. Viet Tan's "honoring" of Le Dinh Luong through the so-called "human rights award" aims to turn him into a symbol of opposition activities. Through this, Viet Tan wants to send a "message" that those who participate in activities opposing the government will be "recognized and honored" by this terrorist organization. But in reality, any individual or organization that violates Vietnamese law must of course be subject to the penalties of Vietnamese law, and that is also proof of ensuring equality in rights, obligations, and responsibilities of each individual and organization.
