The 12th session of the 18th Nghe An Provincial People's Council will take place on the morning of February 28 in Vinh City.
(Baonghean.vn) - The session will conduct personnel work under the authority of the Provincial People's Council and consider and approve draft resolutions on medium-term public investment from the central budget for the 2021-2025 period, along with a number of other contents.
On the afternoon of February 24, the Standing Committee of Nghe An Provincial People's Council held a regular meeting for February 2023. Comrade Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, Chairman of the Provincial People's Council chaired the meeting.

Attending the meeting were comrades: Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council; Nguyen Nhu Khoi - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Council; leaders of the Provincial People's Council, Office of the National Assembly Delegation - Provincial People's Council, Office of the Provincial People's Committee; representatives of the Standing Committee of the Vietnam Fatherland Front Committee of Nghe An province and a number of related departments and branches.
MANY DRAFT RESOLUTIONS ON PUBLIC INVESTMENT WILL BE CONSIDERED
The meeting listened to and gave opinions on the preparations for the 12th session of the Provincial People's Council (special session), which will be held on the morning of February 28, 2023.

At this session, the Provincial People's Council will consider and approve 9 draft resolutions, including 2 resolutions on personnel work (dismissal and election of additional members of the Provincial People's Committee) and 7 draft resolutions including: Resolution on giving opinions on adjusting the medium-term public investment plan for the period 2021-2025 with central budget capital. Resolution on handling the remaining undisbursed capital under the 2022 public investment plan with local budget capital.
Resolution on promulgating the list of public career services using the State budget in the fields of culture, family, physical education and sports in Nghe An province. Resolution on investment policy for the Project to renovate and upgrade the road from Tan An commune intersection at DT.534B to Dong Van commune, Tan Ky district.

Resolution on investment policy for the Project to Renovate and Upgrade Canals in the Southern Nghe An Irrigation System; Resolution on investment policy for the Project to Build a New Phan Boi Chau Specialized High School (Phase 2). Resolution on adjusting investment policy for the Project to Build a Tourist Route Along the Ban Mong Reservoir, Quy Chau District.
Speaking on this content, Standing Vice Chairman of the Provincial People's Council Nguyen Nam Dinh emphasized that the main content of this thematic session is to carry out procedures according to regulations on medium-term public investment from the central budget for the period 2021 - 2025. Therefore, he requested that relevant parties be proactive, especially regarding records and documents, so that Resolutions can be issued immediately on the afternoon of February 28 after the session ends and complete the dossier to submit to the Ministry of Planning and Investment within the prescribed time.

Also at the meeting, the Standing Vice Chairman of the People's Council of Nghe An province discussed a number of important contents at the National Conference summarizing the work of the People's Councils of provinces and centrally-run cities in 2022 and deploying the work plan for 2023, recently organized by the Standing Committee of the National Assembly in Quang Ninh province.
The Standing Committee of the Provincial People's Council also listened to and gave opinions on the plan and outline of the Provincial People's Council's supervision of the compliance with environmental protection laws of organizations, units and enterprises in Nghe An province.
After discussing the scope, subjects, content, monitoring methods, number and composition of the monitoring team, the delegates agreed on the content of the monitoring plan and outline. The monitoring team will be led by Comrade Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council.

The monitoring aims to clearly assess the achieved results; shortcomings, limitations, obstacles, and difficulties; identify the causes and responsibilities of authorities at all levels, relevant agencies, departments, and branches in the compliance with environmental protection laws of organizations, units, and enterprises in the province from 2020 to 2022.
Through monitoring, recommendations and proposals are made for tasks and solutions to better implement the work of complying with environmental protection laws of organizations, units and enterprises in the province in the coming time.

At the meeting, regarding the organization of common activities, the Standing Committee of the Provincial People's Council agreed on the need to continue to effectively implement the policy agreed upon by the Party Delegation of the Provincial People's Council, that when working and organizing activities at the grassroots level, the agencies and units are only responsible for coordinating and connecting to ensure the highest efficiency; and the Provincial People's Council will be responsible for ensuring logistics to minimize the burden and avoid causing trouble for the grassroots level.
REVIEWING THE PROGRESS OF IMPLEMENTING THE CONCLUSIONS AT THE EXPLANATION SESSIONS
Concluding the meeting, Secretary of the Provincial Party Committee and Chairman of the People's Council of Nghe An province Thai Thanh Quy agreed on the time, location and content of the 12th session (special session) of the Provincial People's Council.

Acknowledging that preparations for the session have been ensured so far, the Chairman of the Provincial People's Council requested that relevant units complete reports and related contents so that after completing the session, the People's Council resolution can be issued immediately to submit to the Central Committee on schedule.
Regarding the list of resolutions proposed by the Provincial People's Committee to the Provincial People's Council for consideration and issuance in 2023, Chairman of the Provincial People's Council Thai Thanh Quy proposed that the Provincial People's Committee request departments and branches to review and cover all work that needs to be submitted to the Provincial People's Council in 2023, to submit to the Standing Committee of the Provincial People's Council for consideration and adjustment at the regular meeting in March 2023.

Agreeing with the plan and outline of the Provincial People's Council's supervision of the compliance with environmental protection laws of organizations, units and enterprises in Nghe An province, comrade Thai Thanh Quy noted that it is necessary to ensure the composition of the delegation is compact, the invited sectors need to be carefully analyzed to invite exactly according to the requirements; so that the supervision achieves the highest efficiency.
Also in the conclusion of the meeting, the Provincial Party Secretary and Chairman of the Provincial People's Council requested relevant departments of the Provincial People's Council to review the implementation progress of the Provincial People's Committee on the implementation of the conclusions of the Standing Committee of the Provincial People's Council after the explanation sessions that have been held related to the following contents: The situation of granting certificates of land use rights, house ownership rights and assets attached to land in the province; arrangement, use and management of public assets after the merger to report to the Standing Committee of the Provincial People's Council. On that basis, the Standing Committee of the Provincial People's Council will urge, remind and pay attention to the Provincial People's Committee in the process of management and implementation after the explanation conclusion.

Also at the working session, the Standing Committee of the Provincial People's Council assessed the results of activities in February; discussed and agreed on tasks for March 2023.
