The 17th session of the 17th Nghe An Provincial People's Council held a discussion at the hall.

Previously, on the afternoon of December 11, 8 groups of provincial People's Council delegates discussed the implementation of the 2020 socio-economic development plan, tasks and solutions for 2021; the implementation of the 5-year socio-economic development plan (2016-2020); the 5-year socio-economic development plan (2021-2025); reports of the Provincial People's Committee, relevant sectors and draft resolutions submitted to the session.

In a lively, focused, democratic and frank atmosphere, 92 opinions were given by delegates in 8 discussion groups. Through the discussion, the majority of delegates basically agreed with the report of the Provincial People's Committee on the results and some shortcomings and limitations in the implementation of socio-economic development plans.

In addition, delegates also gave opinions related to the fields of economy, culture - society; internal affairs, administrative reform, inspection, citizen reception, handling of complaints and denunciations; social order and security.

In particular, many delegates suggested that the province needs to have solutions to promote investment attraction, especially large projects that are driving forces, creating a breakthrough in growth; at the same time, resolutely withdraw slow-moving projects to create opportunities for other investors.

Delegates also suggested arranging public investment capital in a concentrated and key manner, avoiding dispersion; at the same time, it is necessary to closely coordinate and increase decentralization to localities.

Many delegates suggested continuing to promote administrative procedure reform, especially in the investment sector, creating favorable conditions for businesses to invest in the area; increasing online meetings between the province and localities;...

The delegates also requested the Standing Committee of the Provincial People's Council to evaluate and review the results of supervision by the People's Council, the Standing Committee, and the committees of the Provincial People's Council in the past term because many recommendations after supervision have not been completely resolved.

Delegates also basically agreed on the quantity, content and format of the resolutions submitted to the session; at the same time, they reflected on some concerns related to the draft resolutions.

At the working session this morning, delegates continued to discuss key and key contents on socio-economics, national defense and security in 2020, tasks and targets for 2021 and the 5-year socio-economic development plan (2021 - 2025).

Speaking at the discussion session, Vice Chairwoman of the Provincial People's Council Cao Thi Hien suggested that in addition to the contents discussed in the group, delegates continue to discuss issues of concern; at the same time, based on the opinions raised by delegates in the working session yesterday afternoon and this morning, relevant departments, branches and localities need to carefully study to discuss and clarify practical issues raised.

In addition, delegates discussed the contents of the draft resolutions submitted to the session, especially resolutions on socio-economic development tasks, resolutions on mechanisms and policies; focusing on issues with conflicting opinions between the reviewing agency and the agency submitting the draft, issues that have a major impact on the province's general socio-economic situation, on the lives and production of the people and voters.

Specifically, regarding the plan, tasks, and solutions to implement the targets for 2021 and the 2021-2025 period, delegates proposed that there should be solutions to strongly develop mountainous and ethnic areas; have policies to protect forests and policies to collect revenue from hydropower and mineral exploitation projects to reinvest in developing mountainous areas; solutions to collect the provincial budget;...

On the other hand, delegates also emphasized that agriculture is identified as one of the important economic pillars of the province, therefore, it is necessary to have solutions to overcome drought, invest in irrigation works; attract businesses and farmers to produce according to the value chain; pay attention to disease prevention on crops and livestock;...

Many delegates also discussed the reflection from practice at the grassroots level that it is necessary to arrange some more non-professional positions such as veterinary, commune radio; and arrange work for commune police chiefs after arranging regular police to the commune.

Delegates also discussed draft resolutions: on the revised price list, supplementing the price list of industrial park land in the Southeast Economic Zone for the period 2020 - 2024; some policies to support the construction of new rural areas in Nghe An province for the period 2021 - 2025; on policies to support the construction of cultural and sports institutions at the grassroots level in Nghe An province until 2025; assigning civil servant payrolls and unifying the total number of contract workers according to Decree 68/2000/ND-CP of the Government in state administrative agencies and organizations in Nghe An province in 2021...

Leaders of relevant departments and branches also discussed and clarified the contents raised by delegates at the group discussion session on the afternoon of December 11 and in the discussion session in the hall on the morning of December 12.

Concluding the discussion session at the hall, Vice Chairwoman of the Provincial People's Council Cao Thi Hien assessed: 18 opinions were expressed very frankly, focusing clearly on issues in socio-economic development, ensuring national defense and security, as well as the content of the draft resolutions.

Thereby, the opinions basically agreed with the report on the results of implementing socio-economic, national defense and security targets in 2020, the period 2016 - 2020; tasks and targets in 2021 and the 5-year socio-economic development plan (2021 - 2025).

In particular, delegates highly appreciated the results achieved, especially in the context of a very difficult year 2020. The discussion contents and opinions will continue to be transferred to the Provincial People's Committee to absorb and complete the draft reports and resolutions; at the same time, research to have appropriate policies.

After the discussion session, the Vice Chairman of the Provincial People's Council requested the competent department to consult on the draft resolutions and coordinate with the relevant committees of the Provincial People's Council based on the contents of the discussion of the delegates to revise the draft resolutions to send to the delegates for study and consideration, ensuring the quality of the resolutions.
