The 2nd session of the 16th term People's Council of Nghe An province conducted group discussions.
On the afternoon of September 28, the Provincial People's Council divided into 5 groups to discuss and evaluate the implementation of the socio-economic development plan in the first 6 months of the year; discuss tasks and solutions for the last 6 months of 2011; and contribute to the drafting of reports and resolutions of the Standing Committee and the Provincial People's Committee.
Here are some of the discussion topics in the groups:
Only provide "fishing rods.."
In group 1, including 5 highland districts, delegate Vi Hai Thanh - Secretary of Ky Son District Party Committee said: "It is necessary to review the investment policy for poor households because the more investment is made in poor households, the more dependent these households will be. According to him, we should invest in the community and have rewards and incentives for households that have escaped poverty." Agreeing with the above viewpoint, delegate Tran Quoc Thanh - Secretary of Que Phong District Party Committee said that the investment policy should not be given to everyone, but only provide fishing rods. We should increase indirect investment so that people have access to social services, and should not support money but only support material things such as seeds and animals. To overcome the contradiction of many policies on hunger eradication and poverty reduction but not high efficiency, there must be mechanisms that go along with model building and are feasible in practice. It is necessary to specify more clearly the criteria for poor households such as age, labor, etc.
Quick support to overcome the consequences of storm No. 2
Regarding the task of socio-economic development solutions for the last 6 months of the year, delegates from Group 1 suggested that the issue of overcoming the consequences of storm No. 2 should be added, especially in the areas of Ky Son and Tuong Duong districts. Delegate Cut Thi Nguyet, Vice Chairman of the People's Committee of Ky Son district, raised the urgent issue in the area: preparing for the new school year. The consequences of storm No. 2 have severely damaged 10 schools, including schools that were almost wiped out in Muong Tip and Muong Ai communes. The suspension bridge over Nam Mo River in Phay village was washed away, blocking nearly 5,000 students and people from crossing the river every day. Not to mention the situation of the houses of the people renting to students were also damaged, so there was a risk that there would not be enough accommodation for studying... Delegate Nguyen Ho Canh - Chairman of the People's Committee of Tuong Duong district also proposed that the province should have a plan to fix the traffic infrastructure in the short and long term, especially the two suspension bridges in the area that were damaged to support people's travel and the district to stabilize economic development, first of all to serve students entering the new school year.
New rural construction has not changed
The issue that delegates in Group 2 were interested in discussing and made many suggestions was that the Provincial People's Council should study, consider and make a decision at the meeting on ensuring the conditions for implementing the new rural construction program faster and stronger in the coming time. According to Mr. Nguyen Ngoc Nguyen (Nam Dan district): Although the new rural construction program has been launched, there has not been any significant change so far. The biggest difficulty that has caused localities to be confused for a long time is that the investment funding for the program is very large, while the life and income of rural areas are still low, and the local budget is limited. Therefore, the Provincial People's Council together with the Provincial People's Committee need to study, consider and put forward programs and plans to direct more drastically, with more specific and scientific steps, in which the most important concern is the funding source for this program.
Construction work, local authorities do not know?
At group 4, delegate Le Van Tri, Anh Son district, cited: The project to upgrade Ba Coi dam in Long Son commune, Anh Son district, was invested by the Department of Agriculture and Rural Development. The project was started in June 2009 but was not approved by the local government. The construction of this project directly affected 38 households, including 4 households subject to resettlement. However, the households were only supported with 70 million VND while the estimated damage was up to nearly 1.8 billion VND, but up to now, the people have not been supported with the remaining amount. Next, was the opinion of delegate Phan The Phuong, Nghia Dan district: The project to upgrade Lang Canh dam in Nghia Yen commune, Nghia Dan district, was put into operation by the Department of Agriculture and Rural Development to raise the water level to serve local production. However, when the water level rose, 9 households in Be village, Nghia Yen commune were completely flooded, property and crops were damaged, and the people have not been compensated.
Strong sanctions are needed in mineral exploitation.
At group 3, many delegates raised the issue of practical mineral exploitation activities in the area that are revealing many shortcomings, most clearly exploitation in the wrong planning area, non-compliance with granted licenses, causing environmental pollution, destroying the living environment, wasting mineral resources, and causing many accidents. Therefore, there must be solutions right from the grassroots level with strong enough sanctions to handle these phenomena thoroughly and resolutely. In addition, the province needs to step up propaganda and dissemination of laws on minerals; review and supplement plans for exploration, exploitation, processing and use of minerals; delimit areas for auctioning and not auctioning mineral exploitation rights; strengthen inspection and supervision work, and strictly handle organizations and individuals violating mineral activities.
Power grid handover must have a roadmap
Delegate Phan Van Tuyen - Yen Thanh district reflected that Yen Thanh currently has 20 communes handing over the national grid, while 18 communes have not yet handed over, the current rural grid system has degraded, there is a large loss of electricity, while the price of electricity has increased, the wish of voters is for the electricity industry to soon complete the handover of the rural grid. However, delegate Nguyen Dinh Cuong - Dien Chau district (Deputy Director of the Department of Industry and Trade) said: The problem with handing over the rural grid is that at the time the electricity industry took over the handover, many rural electricity cooperatives were making a profit so they refused to hand over, now the grid is degraded, the price of electricity has increased, business is not profitable, these cooperatives want to hand over to the electricity industry. But currently the source of capital to upgrade the rural grid is very difficult (about 1,000 billion is needed), so there needs to be a step-by-step roadmap.
