The 6th session of the 15th National Assembly conducted the Question and Answer Session.
(Baonghean.vn) - On the morning of November 6, at the National Assembly House, under the chairmanship of Politburo member and National Assembly Chairman Vuong Dinh Hue, the National Assembly conducted a Question and Answer Session.
According to the working program, the question and answer session at the 6th Session will be conducted for 2.5 days, from this morning (November 6) to the end of the morning of November 8. The session will have the participation of representatives of the Standing Committee of the People's Councils of provinces and centrally-run cities.

This is the first time in the 15th tenure and the fourth time since the Law on Supervision Activities of the National Assembly and People's Councils 2015 took effect that the National Assembly has questioned Government members and heads of sectors on the implementation of resolutions of the 14th National Assembly and from the beginning of the 15th National Assembly tenure to the end of the 4th Session on thematic supervision and questioning in various fields.
Through this monitoring activity, the National Assembly will grasp the situation, progress and results of the implementation of National Assembly resolutions, the implementation of "promises" and commitments of the Government, Ministers and Industry Heads.
Re-supervision, focusing on supervising post-supervision issues, following up on supervised and questioned issues to the end, aims to help the Government, Ministers, and Industry Heads have the opportunity to report to the National Assembly, voters, and the People on what they have done, promote a sense of responsibility, and thoroughly and fundamentally resolve the issues raised by the National Assembly.

Although not all promises, commitments, and tasks can be resolved quickly or done immediately, the National Assembly, voters, and the People have the right to know about the situation, progress of implementation, and most importantly, what has been promised to the National Assembly, voters, and the People; the tasks assigned by the National Assembly must be completed.
At the same time, through re-supervision activities, it will more clearly affirm a National Assembly that always accompanies the entire political system, aiming to find appropriate, practical, effective and feasible solutions to promote the country's rapid and sustainable development.
Accordingly, National Assembly deputies will question the implementation of the agencies related to 10 resolutions of the 14th and 15th National Assembly. The scope of content is very wide, related to 21 fields, including major and important issues, reflecting all aspects of socio-economic life, which are of great concern to the people and voters, especially in the context of the country in the process of overcoming the severe consequences of the Covid-19 pandemic.

To improve the quality and effectiveness of questioning work, ensuring comprehensiveness, focus, and convenience for both National Assembly deputies and questioners, the National Assembly Standing Committee has arranged the questioning content into 4 groups of fields, specifically:
+ General economic field group: Includes issues related to planning and investment, finance and banking.
+ Economic sector group: Includes issues related to industry and trade, agriculture and rural development, transportation, construction, resources and environment.
+ Internal affairs and justice sector group: Includes issues related to the judiciary; internal affairs; security, order, social safety; inspection; court; prosecution; audit.
+ Cultural and social fields: Including issues related to science and technology; education and training; culture, sports and tourism; health; labor, war invalids and social affairs; information and communication.
Regarding the questioning method, the National Assembly will spend a reasonable amount of time listening to the Government, the Chief Justice of the Supreme People's Court, the Chief Prosecutor of the Supreme People's Procuracy, the State Auditor General and the Secretary General of the National Assembly present a summary report on implementation and verification reports on the implementation of the National Assembly's resolutions on thematic supervision and questioning. After conducting the questioning by group of areas, the Prime Minister will report to clarify a number of issues and directly answer the questions of the National Assembly deputies. The Chairman of the National Assembly will make a concluding speech on the questioning session. The National Assembly will consider and pass the Resolution on questioning at the end of the session.

In his opening speech, National Assembly Chairman Vuong Dinh Hue asked National Assembly deputies to promote a constructive and responsible spirit, through practical activities, to clarify thoroughly the implementation of recommendations on issues that have been supervised and questioned. If deemed necessary, they should recommend the National Assembly to consider and decide on re-monitoring. For Government members, Ministers and heads of sectors, it is recommended to uphold the sense of responsibility before the National Assembly, voters and people nationwide to clarify the current situation, outstanding results achieved, things that have not been done or have not been done well; clearly point out objective and subjective causes and directions and solutions to continue implementation to create fundamental and substantive changes in each field being questioned.
