8th session, Vinh City People's Council questioned many "hot" issues

(Baonghean.vn) - This morning (July 22), the morning of the second working day, the 8th session of Vinh City People's Council held a question and answer session on many "hot" issues of the city; discussed and passed resolutions of the City People's Council at the 8th session and closed the session. Attending the session were comrade Vo Viet Thanh - Member of the Provincial Party Standing Committee, Secretary of Vinh City Party Committee; representatives of the Provincial People's Council Committees.

Before entering the question and answer session, the meeting listened to the meeting secretary report summarizing the discussion opinions at the group discussion session on the afternoon of July 21. At the beginning of the question and answer session, Mr. Le Quoc Hong explained the implementation of Directive 05-CT/Th.U dated August 25, 2011 of the Standing Committee of the City Party Committee on strengthening the leadership of Party committees at all levels in urban order management in the city; the current situation of granting land use right certificates and housing ownership certificates to transferees in apartment buildings and new urban areas; environmental pollution in industrial parks and industrial clusters, affecting the lives and production of people in the surrounding areas; the reasons and responsibilities of many enforcement decisions issued but not implemented.

In general, Mr. Le Quoc Hong's explanation was quite clear and specific, demonstrating his closeness to reality and his firm grasp of the State's regulations; at the same time, he proposed solutions to ensure that existing problems and limitations were overcome. Therefore, 5 delegates directly questioned 4 issues in Mr. Le Quoc Hong's explanation, and at the same time shared and advised the city on some solutions for the coming time, especially solutions to ensure sustainability in implementing Directive 05 in the field of urban order management.

Delegate Nguyen Dinh Sinh questioned environmental pollution at industrial parks.

After the explanation to clarify the responsibilities, causes and solutions to overcome the slow adjustment of the non-agricultural land use tax collection in the city, with many errors by the Head of the Tax Department, there was only the opinion of the chairman of the questioning session on related issues. Also at the questioning and answering session, Head of the Department of Internal Affairs Ho Sy Tan explained the causes, responsibilities and solutions to the problem of the low sense of responsibility of some officials and civil servants, the limited leadership role of some departments, branches and units, and the guidance and inspection of the implementation of administrative reforms that did not meet the requirements.

Mr. Truong Xuan Ty - Chief Inspector of the City explained the implementation of administrative orders from the City to the authorities of wards and communes in some areas that showed signs of not being strict; the notice of work assignment from the leaders of the City People's Committee to the units after the meetings with the people was not thoroughly implemented, and responsibility was shifted. In general, the explanations of the representatives of the City People's Committee were clear and focused, so not many delegates of the City People's Council raised questions. At the end of the explanation, Mr. Nguyen Xuan Sinh accepted, explained and promised to continue to direct the specialized agencies, units and wards and communes to focus on solving the issues raised so that the issues raised at this meeting would no longer be hot in the next meeting.

During the remaining time of the working program this morning, the City People's Council discussed and passed two Resolutions at this session, namely the Resolution on socio-economic development tasks for the last 6 months of 2014 and the Resolution on budget revenue and expenditure tasks for the last 6 months of 2014; at the same time, the 8th session of the 20th City People's Council, term 2011 - 2016 was closed.
