According to Mr. Tran Viet Hoan, former Director of the Ho Chi Minh Memorial Area at the Presidential Palace, disciplining officials is a very necessary lesson for the Party in preparing personnel for the 13th National Congress.

On the afternoon of May 5th, the Central Inspection Committee issued a communiqué regarding its 35th session in Hanoi (April 24-26). The conclusion clearly stated that the violations of Mr. Vu Van Ninh – former Central Committee member and former Deputy Prime Minister; and Admiral Nguyen Van Hien – former Central Committee member, former Central Military Commission member, and former Deputy Minister of National Defense – warrant consideration and disciplinary action.

Following the conclusions of the Central Inspection Committee reported in the media, Mr. Tran Viet Hoan - former Director of the Ho Chi Minh Memorial Area at the Presidential Palace - emphasized: "This also proves that Party discipline does not tolerate any wrongdoing. Thus, the prevention and fight against corruption and degradation in the Party rectification process is being carried out very seriously by the entire Party, in accordance with the Party's will and the people's aspirations."

"Through previous cases of disciplinary action against officials, as well as the proposed disciplinary action against some officials this time, I think this is a very necessary lesson for our Party in preparing personnel for the 13th Party Congress. The people hope that the Party will find people who are virtuous and talented, who are not heavily influenced by individualism, and who are truly respected and trusted by the people to shoulder the responsibilities of the nation and the people," said Mr. Tran Viet Hoan.

Quoting General Secretary and President Nguyen Phu Trong: "All evil and corruption stem from individualism. If we do not defeat and eradicate individualism, our Party cannot be clean and strong; it cannot be a genuine revolutionary Party, wholeheartedly dedicated to the country and the people," Mr. Tran Viet Hoan stated that this is also a mandate and a task we are undertaking to ensure the people's trust in the Party remains strong.

"In every era, in every society, if officials are honest, the people will be happy; if officials are corrupt, the people will suffer and the country will be in danger. That is a lesson from history that is never outdated," said Mr. Tran Viet Hoan, emphasizing the need for strict punishments, targeting the right people for the right crimes, and promptly detecting and dealing with violations.

Furthermore, the lesson about screening officials must be emphasized regularly; once someone takes a position, they don't stay there forever, even until the end of their term.

Prioritize the management of public land.

Recently, the Central Disciplinary Committee has repeatedly concluded that many officials who committed violations were involved in the management and use of public land.

In the conclusion of the 35th session, Admiral Nguyen Van Hien - former member of the Central Committee of the Party, former member of the Central Military Commission, and former Deputy Minister of National Defense - must bear responsibility for the violations and shortcomings of the Standing Committee of the Party Committee; bear primary responsibility for the violations and shortcomings of the Navy; and bear personal responsibility in the management and use of national defense land.

Where does this common denominator come from?

According to Mr. Dang Hung Vo, former Deputy Minister of Natural Resources and Environment, land had no value due to the old centrally planned economy mindset, so discarding or neglecting a small amount of land was considered normal.

Only recently have we become aware of the high value of public land, especially in prime locations that generate significant revenue, which also means that a large source of state budget revenue has been wasted for quite some time.

“We have recognized and clearly seen the importance of managing public land. I believe that this recognition also requires a certain process, especially when transitioning from a subsidized system to a market-based system,” said Mr. Dang Hung Vo, emphasizing that the cases of loss of public land value, misuse of public land, or use of public land for personal gain... that have been and are being disciplined are a very good sign to strengthen people's trust in the management of state assets.

“We highly commend the Central Inspection Commission for imposing disciplinary measures on senior officials involved in violations in the management and use of public land. This is a very encouraging sign. With the political determination that there are no forbidden zones and no leniency for anyone, central or local officials who commit violations in the management of public land, causing losses of state assets, must be dealt with strictly and appropriately,” Mr. Dang Hung Vo shared.

The former Deputy Minister of Natural Resources and Environment believes that this disciplinary action against high-ranking officials is also proof of the necessity to amend the Land Law and to prioritize the management of public land.

In addition, stricter management of public land and more specific individual responsibilities are necessary to increase state revenue from the value of public land.

"The people are very pleased that the Party and the State are conducting internal reviews and imposing appropriate disciplinary measures, leaving no room for exceptions for officials who have committed wrongdoings or shortcomings. If this process continues, we will achieve even greater successes," said Mr. Dang Hung Vo.
