On the afternoon of July 17, the Standing Committee of the District Party Committee and the Inspection Committee of the Le Chan District Party Committee (Hai Phong) issued disciplinary measures against the Party Executive Committee, the People's Committee of Vinh Niem Ward and the two ward leaders, Secretary Dang Van Dieu and Chairman Tran Quoc Khanh, for violating regulations on working hours and labor discipline.

The two above mentioned groups were requested to conduct a thorough review, take immediate measures to correct shortcomings, rectify working relationships, and strengthen inspection and supervision of the implementation of public discipline. The Secretary and Chairman of this ward were subject to the disciplinary form of “reprimand”.

Previously, on the morning of July 14, the People's Council of Vinh Niem Ward held a meeting. In the afternoon of the same day, the ward leaders agreed to close the office, not receive citizens, and rent two cars to transport ward officials, employees, and neighborhood leaders to Do Son for a party.

The office was vacant during business hours, forcing some people who came to contact work to go home.

After the incident, the leaders of the Hai Phong City Party Committee and People's Committee directed the Le Chan District Party Committee to handle the relevant groups and individuals.
