The opening speech at the ceremony by comrade Pham Thi Hai Chuyen affirmed: VietnamMaleVietnam and Laos are two close and friendly neighboring countries with a long-standing traditional and close friendship. The Vietnamese peopleMaleand the people of Lao tribes have always been friendly and supported each other in times of difficulty and adversity. Having gone through countless hardships and challenges in fighting and building the country, they have created a special, loyal, and pure Vietnam-Laos relationship. That friendship was built with the sweat and blood of generations of revolutionary soldiers and people of the two countries, becoming an exemplary relationship, rare in the world. The signing of the Treaty of Friendship and Cooperation between the two countries on July 18, 1977 was an important event marking the strengthening of the special Vietnam-Laos relationship during the period of national construction and development.

Immediately after establishing diplomatic relations between the two countries VietnamMaleand Laos (September 5, 1962), Vietnam cooperated in training orthopedic staff to rehabilitate wounded soldiers who were soldiers of the Pathet Lao army in 1963. Since then, the cooperation between the two ministries has increasingly expanded in all areas under the two ministries' responsibility: work for wounded soldiers, martyrs and people with meritorious services, labor, employment, vocational training, child care, hunger eradication and poverty reduction, staff training... with many activities of practical significance.

Speaking at the ceremony, Deputy Prime Minister Nguyen Xuan Phuc expressed his joy at the increasingly encouraging achievements in the relationship between the two countries. We are deeply proud of the traditional friendship, special solidarity and comprehensive cooperation that have been constantly consolidated and developed over the past 50 years. This is one of the important factors that has decisively contributed to the victory of the revolutionary cause of the two countries, and is a priceless asset of the two peoples to be passed on to future generations. He was moved by the close cooperation between the two Ministries that has helped the two Governments search for, exhume and bring back to rest nearly 16,000 remains of Vietnamese volunteer soldiers and experts who died in Laos to their homeland.

He also expressed his sincere thanks to the Government, people and relevant agencies of Laos for their responsibility and affection, which have been and are continuing to search for the remains of Vietnamese soldiers still lying in Laos. He highly appreciated the two Ministries for their lively and practical cooperation in various fields. The cooperation in social labor is not only between central agencies but also well implemented between localities of the two countries, especially between provinces sharing the border. Those results have contributed significantly to the achievements of 50 years of comprehensive cooperation between Vietnam and Laos. He believes that the cooperation between the Ministry of Labor, Invalids and Social Affairs of Vietnam and the Ministry of Labor and Social Welfare of Laos will continue to develop more strongly in the coming time, contributing to bringing the special friendship and comprehensive cooperation between Vietnam and Laos to a new height, for the common interests of the two countries.
