Mr. Pham Xuan Son - Ambassador Extraordinary and Plenipotentiary of Vietnamin Russia
In his opening speech at the ceremony, Vietnamese Ambassador to Russia Pham Xuan Son reviewed the 68-year arduous, long-term, heroic, glorious and victorious struggle of the Vietnamese army and people under the wise leadership of the Communist Party of Vietnam and President Ho Chi Minh.

The Ambassador especially highlighted the glorious victory of "Dien Bien Phu in the air" that the Vietnamese army and people won with the great and effective help of former Soviet experts.
The Ambassador emphasized that during Vietnam's resistance war against the US to save the country, including the "12 historic days and nights in Hanoi", the Soviet Union not only provided the Vietnamese people with great and effective material and spiritual help and support, but also sent its outstanding children to directly train and fight side by side with the Vietnamese army, making an important contribution to this victory of profound national and epochal significance.
On the occasion of the New Year 2013, the Ambassador wished the Vietnamese community in Russia to continue promoting the tradition of solidarity and mutual assistance in work, study and business, towards the beloved Fatherland of Vietnam, contributing to nurturing and developing the long-standing friendship and comprehensive strategic partnership between Vietnam and the Russian Federation.
The Russian delegates, first of all former Soviet experts including Senior Lieutenant General Khiupennen and Mr. Kolesnich, recalled the difficult but memorable days of fighting side by side with Vietnamese soldiers to protect Hanoi's airspace.
Russian delegates expressed their joy at the constant growth of the Vietnamese People's Army.

Delegates attending the ceremony enjoyed a unique and rich cultural program with nearly 30 musical and dance performances by professional and amateur artists and singers from Vietnam and the Russian Federation, praising "Uncle Ho's soldiers" and the close, loyal and brotherly relationship between Vietnam and Russia.
