Celebrating Russian Constitution Day in Hanoi
On the evening of December 12 at the Hanoi Opera House, the Embassy of the Russian Federation in Vietnam held a reception and concert to celebrate the 20th anniversary of the Constitution Day of the Russian Federation with the participation of leaders of many Vietnamese ministries, branches, and organizations, along with the Embassies of Belarus and Ukraine in Vietnam.

On December 12, 1993, the Russian people in a referendum supported the Draft Basic Law of the country. The 1993 Constitution became a roadmap for Russia to establish legal and institutional foundations that would shape the country's current appearance. The new Constitution played a role in promoting Russia's international integration process, while helping to firmly protect national interests.
Russia today is overcoming inevitable difficulties to continue to develop steadily, its economy is consolidated, its defense potential is increased, its prestige in the international arena is growing stronger, and international relations are expanding.
A strong proof of this is the Russia-Vietnam relationship. This relationship was upgraded to a comprehensive strategic partnership in 2012. Side by side, the two countries not only preserve the invaluable assets of previous generations but also reach new horizons. A clear proof of this is the result of the official visit to Vietnam by Russian President Vladimir Putin last November.
In his speech at the ceremony, Ambassador Extraordinary and Plenipotentiary of the Russian Federation to Vietnam Andrey Kovtun emphasized: "In Vietnam, you understand our feelings and are ready to share with us the excitement of this day. Today we are present in the historic building of Hanoi, where the first sessions of the National Assembly of independent Vietnam took place. It was here that the National Assembly deputies approved the first Constitution of the Democratic Republic of Vietnam."
Mr. Andrey Kovtun also said: "The recent approval of the amended Constitution by the Vietnamese National Assembly is the result of a process of extensive discussion in society on the proposed amendments in the Draft, heated debates among delegates, and negotiations to reach consensus. On this occasion, I would like to congratulate you, Vietnam, on this important event and wish you new achievements in the cause of state building. I believe that the approved document will create the necessary legal basis for the country to continue to develop and move forward."
Speaking at the ceremony, Vietnamese Deputy Foreign Minister Bui Thanh Son believed that the joint efforts and determination of the leaders and people of the two countries will bring the Vietnam - Russia relationship to a new height, effectively contributing to the development of each country, meeting the needs and aspirations of the two peoples, and contributing worthily to peace, stability and prosperity in the region and the world.
The celebration was followed by a concert featuring many famous Vietnamese artists who studied in Russia.
