Ky Son: Spreading from the contest of excellent secretaries and party committees

Due to the special conditions of the particularly difficult region, the quality of grassroots cadres in Ky Son district is still limited. According to the report of the Organizing Committee of Ky Son District Party Committee, out of a total of 468 commune-level Party Committees, in the 2010-2015 term, there were 306 people who finished high school, 162 people who only finished secondary school; 292 people had intermediate or higher professional qualifications and 196 people who had not received any training; 45% received political training. However, thanks to regular inspection and training, especially through competitions for excellent Party Committee Secretaries, the grassroots cadres have changed and strived to complete their assigned tasks well.

Surpassing 21 party secretaries of communes and towns in the district, comrade Lau Ba Chay, Party Secretary of Nam Can commune, won the first prize in the contest for excellent party secretaries of Ky Son district in 2013. With experience drawn from practice, along with increasing information grasp, comrade Party Secretary of this border commune also spent time studying more regulations and instructions of the Party and applying them effectively in practice. Therefore, when participating in the contest for excellent party secretaries, comrade Chay confidently presented the contents of party work as well as clearly connected with reality. Comrade Lau Ba Chay shared: "In the contest, there were a number of new situations presented by the organizing committee, thereby equipping us with skills in handling party members' discipline, implementing the questioning and supervision regulations in the party...".

From the success of the 2013 excellent party secretary contest, entering 2014, Ky Son District Party Committee has developed a plan to hold a contest for excellent party cell secretaries and village chiefs. This is considered one of the key contents of this year's Party building work. Through the contest, it aims to foster knowledge and skills in handling practical situations for grassroots party committee cadres. Comrade Lu Quang Hung - Deputy Head of the Organizing Committee of Ky Son District Party Committee said: "Recognizing the psychological and cognitive characteristics of the mountain people in general and grassroots cadres in particular as intuitive thinking, closely linked to specific situations, when constructing questions and designing answers, on the basis of the Party Charter's regulations and the Central Committee's instructions, the Organizing Committee of the contest put questions and answers in a lively but concise and easy-to-understand multiple-choice format. To answer the questions raised, it requires the village and hamlet Party cell secretaries to systematize the knowledge they have been trained for a long time, as well as draw on practical experiences. Through implementation in commune clusters, the Party cell secretaries are very excited about the contest...".

In fact, the contest is not only a political activity for grassroots Party committees but also a form of on-site learning and training to improve knowledge and operational experience for the team of grassroots Party secretaries, creating conditions for Party leaders to learn from each other, contributing to improving the quality of activities, leadership capacity, and fighting strength of the Party organization. In addition, the contest also helps Party committees at all levels to inspect and evaluate the quality of grassroots Party committees, thereby taking measures to consolidate, to improve the leadership capacity of cadres; discover new factors to plan, train and develop cadres at all levels. This is truly a creative way, suitable for the conditions of mountainous districts like Ky Son. And is one of the solutions to implement Decision No. 159 - QD/HU (dated March 29, 2011) of Ky Son District Party Committee issued with the "Project on Party building and consolidating the political system in the area from 2010 - 2015". Comrade Nguyen Trong Ky, Head of the Organizing Committee of Ky Son District Party Committee said: "Based on the results of the excellent Party Committee Secretary contest last year, this year the district will organize a Party Cell Secretary contest with the village chief as a companion to create opportunities for grassroots units to rub shoulders, exchange and learn. This is also a rehearsal, preparing all conditions for the Party Congress at the end of the year".

The new feature of this year's contest is that the Party cell secretary and the village chief participate together as one team. The contest has two rounds. At the commune level, the Party Committee organizes a competition between Party cells, then selects the best pair of the commune (including the Party cell secretary and the village chief) to compete in the final round at the district level. The reason why the Organizing Committee chose the option of competing for the best Party cell secretary but allowing the village chief to support is because at the hamlet level, the Party cell secretary and the village chief have a very close relationship, not simply the relationship between leadership and execution, but also many interactions in mass mobilization work, directing and implementing policies at all levels at the grassroots level. Through the contest, the Organizing Committee hopes to build and strengthen the relationship of solidarity and close coordination between the Party cell and the Village Management Board. Mr. Xeo Van Bich (born in 1986), Secretary of the Youth Party Cell of Hin village, Bao Nam commune, excitedly said: "I hope that together with the village chief, we will pass the basic competition round, representing the Party cells in the commune to bring the knowledge that we have been trained and learned to participate in the district-wide competition."

Thereby, in addition to performing well the political tasks, the team of commune, village and hamlet cadres has a greater sense of responsibility in staying close to the grassroots, actively handling incidents arising in the area. At the same time, there are many innovations in the work of mobilizing people to develop new models of seedlings to increase income and sustainably reduce poverty. Leading the way in this work are party members, party cell secretaries, village chiefs... However, one of the current limitations of the Ky Son cadre team is that the rate of commune-level civil servants trained in professional skills is still low (12.6% have university or college degrees), only 24.2% of district-level civil servants and 35.9% of commune-level civil servants are trained and fostered in political qualifications according to regulations; most of the mass organization cadres, especially at the grassroots level, have not been trained in politics and party work, so it is very difficult to direct and organize the implementation of tasks in villages and hamlets.

To improve the situation, Ky Son District Party Committee has issued Decision 833 on "Project to improve the quality of cadres for mass mobilization, Fatherland Front and mass organizations from now until 2019", which includes a roadmap and specific tasks for the Party Committee, government and mass organizations to develop plans and implement effectively. Hopefully, with the support of the province and Ky Son district, the solutions on training and fostering cadres will soon complete the goal of improving knowledge and skills for grassroots cadres, contributing to the successful implementation of local political tasks.
