The first phase took place as planned (August 9-10), while the second phase was later and reserved for candidates classified as F1, F2, and those residing in areas under social distancing measures.

On the morning of August 3rd, concluding the regular July government meeting, Prime Minister Nguyen Xuan Phuc instructed the Ministry of Education and Training to strictly adhere to the Education Law, meaning the Minister decides on the exam schedule, and the Chairman of the Provincial People's Committee is responsible for its proper organization. Coordinating units must ensure the health and safety of students and teachers.

Bộ Giáo dục và Đào tạo quyết định địa phương không trong diện cách ly xã hội và cam kết bảo đảm an toàn thì tổ chức kỳ thi theo kế hoạch, tức ngày 9-10/8.
The Ministry of Education and Training has decided that localities not under social distancing measures and committed to ensuring safety can hold the exam as planned, which is on August 9-10.

At the meeting, Minister of Education and Training Phung Xuan Nha stated that preparations for the high school graduation exam are basically complete. The Ministry has met with the exam steering committees in localities, conducted a final review, and considered the pandemic situation to select the appropriate plan. "Most localities have shown determination and readiness for the exam. The Ministry of Education and Training is coordinating with the Ministry of Health to carefully prepare the conditions for organizing a safe exam," Mr. Nha affirmed.

Therefore, the Ministry of Education and Training decided that localities not under social distancing measures and committed to ensuring safety would hold the exam as planned, on August 9-10. Candidates in localities under social distancing measures or those classified as F1 (requiring centralized quarantine) or F2 (contacts of F1) will have their exams held later. The Ministry will instruct universities to develop appropriate admission plans for students taking the exam later.

On August 9-10, approximately 900,000 students nationwide will take the high school graduation exam to qualify for graduation and as a basis for university admission. They will have to take three compulsory exams: Mathematics, Literature, and Foreign Language, plus a Natural Sciences exam (Chemistry, Physics, Biology) or a Social Sciences exam (History, Geography, Civic Education). The number of registered high school graduation exam candidates in the COVID-19 epicenter of Da Nang is nearly 11,000, and in Quang Nam over 16,500.
