Signing of cooperation agreement between Vietnamese and French Courts

The two sides will exchange experiences in law-making, judicial reform, judge training, and trial experience.

Yesterday (March 29), in Paris, the signing ceremony of the cooperation agreement between the Supreme People's Court of Vietnam and the French Court of Cassation took place. This event has important significance in the cooperation between the two countries in the judicial sector, as well as in the context of the two countries moving towards upgrading their relationship to the level of strategic partnership.
The cooperation agreement between the two courts was signed between Chief Justice of the Supreme People's Court of Vietnam Truong Hoa Binh and Chief Justice of the French Court of Cassation Vincent Lamanda.

Assessing the significance of the agreement as well as the results of the working trip from March 25-29 of the Supreme People's Court of Vietnam delegation to France, Chief Justice of the Supreme People's Court of Vietnam Truong Hoa Binh said: The delegation's trip achieved the goal of signing a cooperation agreement with the following contents: exchanging experiences in law-making, judicial reform, judge training, experience in adjudicating various types of cases in the integration period and other issues of mutual interest to both sides. The significance of this cooperation agreement helps to strengthen the relationship between the two courts, contributing to the strategic partnership between the two states. At the same time, the trip also aims to study the judicial system and the highest judicial bodies in France in terms of organizational models and methods of operation so that the delegation can draw out issues to serve the amendment of the constitution and many other issues.

According to Chief Justice Truong Hoa Binh, the working delegation worked with the French Council of State, the French Public Prosecutor's Office, and the Constitutional Council of the French Republic, and the results achieved the set program and goals. In the future, the Supreme Court of Vietnam will proceed to sign an agreement with the French Council of State; further promote cooperation with the French Public Prosecutor's Office.

Vietnamese Ambassador to France Duong Chi Dung emphasized the importance of the cooperation agreement between the two courts in the context of the two countries celebrating the 40th anniversary of establishing diplomatic relations and making efforts to upgrade the relationship to a strategic partnership: The visit is particularly important, opening a new phase in judicial cooperation between the two courts, from which the two sides will promote the exchange of experiences and training of judges. The Chief Justice of the French Court of Cassation also emphasized that they also have a need to exchange with us and learn from our experiences because they also want that when exchanging and summarizing experiences, the French court system can learn from many different court systems. In the general context of the two countries moving towards upgrading their relationship to a strategic partnership, cooperation between the two courts becomes a very important field, contributing to the comprehensive cooperation between the two countries, so that we can move forward in 2013 to promote the relationship to a strategic partnership.

The cooperation agreement between the Supreme People's Court of Vietnam and the French Court of Cassation states that the two sides will cooperate on issues related to cases under the jurisdiction of the two courts, and carry out regular exchanges between judges and officials of the two courts.

According to the newly signed agreement, the two sides agreed to regularly review and evaluate the institutions, methods of operation and management. The two courts will establish a committee responsible for ensuring the monitoring of cooperation between the two courts.

In particular, modernizing the trial process and applying information technology to the trial process is also an important content that the working delegation focused on discussing with the Court of Cassation and many French legal agencies on this occasion./.
