Signing of cooperation agreement between Ho Chi Minh City and Nghe An for the period 2014-2020

(Baonghean.vn) - On the afternoon of September 19, in Cua Lo Town, the People's Committee of Nghe An province solemnly held a Conference to summarize the socio-economic development cooperation program for the period 2003-2014 and sign a cooperation agreement for the period 2014-2020 between Ho Chi Minh City and Nghe An province.

Attending the Conference on the side of Ho Chi Minh City were comrades: Le Thanh Hai - Politburo member, Secretary of the City Party Committee; Le Hoang Quan - Party Central Committee member, Chairman of the City People's Committee; comrades in the Standing Committee of the City Party Committee, leaders of a number of departments, branches and leaders of corporations and enterprises in Ho Chi Minh City.

On the side of Nghe An province, there were comrades: Ho Duc Phoc - Secretary of the Provincial Party Committee; Tran Hong Chau - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Le Quang Huy - Deputy Secretary of the Provincial Party Committee; comrades in the Provincial Party Committee Standing Committee, leaders of departments, branches, districts, cities, and towns, and leaders of a number of enterprises in the area.

There cannot be a more warm and affectionate sharing of affection and there cannot be a more effective cooperation program than the cooperation between Ho Chi Minh City and Nghe An province...".

The summary report of the development cooperation program between Ho Chi Minh City and Nghe An province in the period of 2003-2014 presented by Mr. Nguyen Xuan Duong - Chairman of Nghe An Provincial People's Committee shows that: From 2003 to now, through the Cooperation Program, there have been 45 investment, production and business projects of over 30 enterprises and investors of Ho Chi Minh City investing in Nghe An, with a total registered capital of 15,351 billion VND; of which 41 projects have come into operation and are being implemented with a total capital of 13,627 billion VND.

The investment cooperation between Ho Chi Minh City and Nghe An province is diverse and comprehensive in the fields of: agriculture, rural development, industry and trade, science and technology, education and training, health care, etc. Social security support activities are promoted with the total amount of money and value of goods that Ho Chi Minh City has supported and sponsored for Nghe An province being 39.9 billion VND.

However, compared to the potential and strengths, the cooperation results have not been as expected, there have not been many large-scale projects with modern technology, especially in the field of processing industry, contributing to the economic restructuring of Nghe An province; some projects have been slow in implementation; support and settlement of administrative procedures are sometimes not timely. Therefore, in order to promote the advantages as well as the potential for socio-economic development through the Development Cooperation Program, the two localities consider comprehensive socio-economic development cooperation as a long-term strategic task, meeting the integration and development trend to successfully implement Resolution No. 16-NQ/TW of the Politburo on the direction and tasks of developing Ho Chi Minh City to 2020 and Resolution No. 26-NQ/TW of the Politburo on the direction and tasks of developing Nghe An province to 2020.

At the conference, leaders of the two localities listened to 7 opinions and recommendations from businesses, investors, and business associations of Ho Chi Minh City and Nghe An to more effectively implement the cooperation program between Ho Chi Minh City and Nghe An province in the coming time.

Next, the Conference took place to sign the Socio-Economic Cooperation Program between the two localities for the period 2014-2020; awarding the investment certificate for the Hoa Sen Nghe An Steel Factory project. Also at the Conference, 19 enterprises of Ho Chi Minh City presented social security support funds with a total amount of 9.1 billion VND to Nghe An province, including the construction of the Nghe An Vocational Training Center for the Disabled, the construction of My Son Commune Kindergarten (Do Luong) and 20 gratitude houses for policy families in difficult circumstances./.
