Expectations of small and medium enterprises in Nghe An

Currently, Nghe An has about 15,000 registered enterprises, of which 10,000 are operating, and 97% of these are small and medium enterprises (SMEs). Many newly established enterprises lack experience, so their operations lack sustainability.

Therefore, the Law on Small and Medium Enterprises needs to support businesses in raising awareness, management and production skills, and organizing training courses to promote the entrepreneurial spirit of businesses. This is a solution to help businesses develop sustainably with a “fishing rod” instead of a “fish”.
In reality, most businesses do not have a location to make an office and often use their own house as a transaction address, which is a household economy. Therefore, in my opinion, there should be a mechanism to build common premises to make offices for small and medium enterprises.
Especially now, the inspection and examination work is very complicated, ministries, branches and localities mainly inspect and impose penalties but lack inspection, reminder and support for businesses. To avoid overlap and reduce inconvenience for businesses, the Law needs to stipulate more clearly on this issue, only when there are signs will inspection be conducted.
Another problem is that there are currently too many associations with overlapping functions and tasks, causing overlap and inadequacies in management, and not providing much support to businesses. In my opinion, we need to merge them so that the state can manage them, and develop more professional associations to support businesses more effectively, such as fisheries associations, mineral associations, agriculture associations, etc.

For a long time, although the Government and the State have had policies to support SMEs in the seafood processing sector, in reality, businesses are mainly saving themselves.
In the general difficult conditions, especially in the seafood processing sector, for SMEs toFor small and medium-sized enterprises to develop sustainably, the State needs to have more specific and suitable incentive policies, especially creating conditions for businesses to borrow capital to invest in reasonable production to purchase seafood, helping fishermen stabilize their seafood fishing profession.
Enterprises want the government to upgrade and expand fishing ports in Nghe An province to attract fishing boats from other provinces to anchor and consume seafood, creating more input materials for business operations.
To facilitate seafood processing enterprises in their operations, the state also needs to create all conditions regarding land, traffic infrastructure and other essential conditions.

Therefore, the National Assembly discussed and promulgated the Law on Support for Small and Medium Enterprises, aiming to stimulate investment resources in enterprises, create a favorable policy environment for enterprise development, and at the same time meet the desire for fair treatment between small and large enterprises, equality in accessing resources, minimizing informal costs, giving priority to start-ups, encouraging and creating conditions for enterprises to innovate, create, and synchronously implement administrative reforms...
The National Assembly's promulgation of the Law on Support for Small and Medium Enterprises is one of the contents concretizing the Resolution of the 5th Central Conference, Session XII, on developing the private economy into an important driving force of the socialist-oriented market economy.
Most of the SMEs in Nghe An are private enterprises, so in order to promote the role of the private economy in the socio-economic development of the province, it is necessary to do a good job of propaganda and raise awareness of the entire political system and all classes of people to create consensus to encourage and facilitate the development of the private economy.
It is necessary to perfect and publicize transparent mechanisms and policies to attract investment so that private enterprises can compete with state-owned enterprises in accessing resources. There are policies to encourage the private economy to invest in research activities, develop advanced technology applications in production and business, especially in the fields of agriculture and rural development.
Pay special attention to improving the quality and quantity of expertise, professionalism, and public service ethics for cadres and civil servants in state agencies, continue to effectively implement administrative reforms to shorten the time for processing administrative procedures to create opportunities for businesses to develop production and business, create jobs for workers, implement the state budget, and participate in activities that contribute to ensuring social security in the area.
