According to Viet A. on August 8, he brought his resume to the commune People's Committee to get a stamp to apply for admission. The officer who received the people said that because his family had not paid the new rural construction fee, including road construction fee of 300,000 VND/person, electricity fee for lighting fee of 130,000 VND/person..., he had to go home and tell his parents to pay in full, and only when there was a receipt from the village would the commune confirm it.

"Although I explained that my family did not not pay but had not paid yet, the officer who received the people did not agree and still wrote on my student's personal history that "I and my family have not complied with the Party's policies, the State's laws, and local regulations" and then brought it up for the Chairman of the Commune People's Committee to sign and stamp.
That same afternoon, my mother and I went to meet and explain to the Commune Chairman that our family was in financial difficulty and could not pay the money, not that we did not pay, and that this would cause difficulties for me when I entered school. We hoped for his consideration, but he said that my family had to pay the money for the Commune to approve good compliance. If not, the Commune Chairman's comment was correct," said Viet A.
According to Viet A., he showed the Ministry of Justice's guidance document and information about the incident that happened in Hai Duong to the Commune Chairman, but he still thought that the two files were different, and the Commune's criticism was correct.
"I'm really worried now, I don't know what to do, because my family is in a difficult situation. My parents only do farming, it's hard to raise two children, and it costs several million to pay for road construction and electricity for a family of four," Viet A. shared.

The reporter contacted the Chairman of the People's Committee of Duyen Ha Commune, Nguyen Dang Huan. Mr. Huan confirmed that he had signed the personal history file.
Mr. Huan said that he criticized this because Ngo Viet A's family had not paid the new rural construction fees, including road construction fees of 300,000 VND/person and electricity fees for lighting from 2012 - 2015 of 130,000 VND/person.
Speaking with VietNamNet reporter, Chairman of Thanh Tri District People's Committee Vu Van Nhan said he had received the information and was asking the commune to report the incident.
