The Administration requested the Departments of Transport to direct the inspection force to increase monitoring and inspection on the information system to take timely measures according to regulations.

Speeding and driving time violations increase
The Directorate for Roads of Vietnam (DRVN) has just announced the results of synthesizing and analyzing the violation situation from data of journey monitoring devices (GSHT) on the system of the Directorate for Roads of Vietnam in July 2014.
Accordingly, the number of vehicles that have transmitted data from the GSHT device to the server at the General Department of Roads of Vietnam as of July 31, 2014 is 69,200 vehicles.
Through analysis of vehicle speed, the General Department of Roads of Vietnam said that the total number of speeding violations of 5 km/h or more nationwide was more than 2.252 million times, an increase of nearly 375 thousand times compared to June 2014.
Regarding driving time, analysis shows that the total number of violations of continuous driving time exceeding 4 hours is 46,492 times, an increase of more than 9,000 times compared to June 2014.
Violations of working hours of drivers continuously exceeding 10 hours a day were 12,133 times, an increase of 1,513 times compared to June 2014.
The total number of vehicles violating speeding and driving time in June 2014 was 34,591 vehicles, accounting for 49.9% (June was 48.97%).
However, according to the General Department of Roads of Vietnam, the assessment indicators of July continued to decrease compared to June, specifically: the rate of high speeding violations (over 20 km/h) decreased from 4.93% to 4.13%; the rate of violating vehicle kilometers/total vehicle kilometers decreased from 2.48% to 2.00%; the number of violations/1000 km of vehicle traveled decreased from 7.13 times/1000 km of vehicle traveled to 6.23 times/1000 km of vehicle traveled.
In particular, some localities have done a good job of rectifying and handling speeding violations, which has had a positive impact on transport units and drivers. The number of violations and the violation rate of these localities in July decreased significantly compared to June, such as: Thanh Hoa, Bac Giang, Binh Thuan, Ninh Binh, Hai Duong, Quang Ninh, Ha Tinh, Dong Thap, Nam Dinh.
The General Department also said that in July 2014, some Departments of Transport had a high increase in the number of speeding violations and the rate of violations/1000 km compared to June 2014 but had not yet taken timely measures to handle them, such as: Lam Dong, Hanoi, Nghe An, Ca Mau, Da Nang, Quang Ngai, Phu Yen.
Strictly handle units that do not transmit data
According to the General Department of Roads of Vietnam, up to now, the General Department's system has received data from 69,200 vehicles. However, according to the General Department, the ratio of the number of vehicles transmitting data compared to the number of vehicles entered by the Departments of Transport and reported on the system is quite low, reaching only about 60%. The General Department of Roads of Vietnam requests the Departments of Transport to urgently review, check and update data on businesses and vehicles managed by their localities to the system; continue to issue documents urging transport units with vehicles that have not transmitted data to contact the units installing the journey monitoring equipment to request data transmission to the General Department of Roads of Vietnam. At the same time, handle violations of not transmitting data for cases that have been urged and reminded but still do not comply.
For GSHT equipment suppliers who intentionally do not transmit data or do not have the capacity to transmit data, it is recommended that the Departments of Transport and transport units send documents to the General Department of Roads of Vietnam to report to the Ministry of Transport for timely handling measures.
The General Department of Roads of Vietnam also said that currently, in some localities, drivers have installed additional switches to turn off the device when the vehicle is running at excessive speed. Therefore, the General Department requested the Department of Transport to direct the inspection force to increase monitoring and inspection on the information system to have timely handling measures according to regulations. According to the General Department, from August 15, 2014, a pilot application of digital maps on vehicle speed according to actual signs will be implemented on the entire National Highway 5.
