In the first 6 months of 2014, the value of agricultural, forestry and fishery products in our province increased by only 1.7% compared to the same period, much lower than the growth rate of 2013 (4.4%). With this situation, it is very difficult for the agricultural, forestry and fishery economy to achieve the set growth target (4 - 4.5%). This is a very worrying reality, while Nghe An is a province with great potential for agriculture, forestry and fishery, a large part of the population still lives by jobs related to these fields. The low growth rate of agriculture, forestry and fishery will lead to many consequences such as threatening food security, making the lives of workers more difficult, and slowing down the progress of new rural construction.
The reason for the above situation is that productivity in the agricultural, forestry and fishery sectors has reached saturation, making it difficult to have a breakthrough growth. The second reason is unfavorable weather and climate; diseases on crops and livestock. For agriculture, production profits are low due to increased prices of materials, seeds, fertilizers, and labor, while the consumption market is unfavorable. Some key industrial crop products such as sugarcane, peanuts, rubber, etc. have all decreased in price and are difficult to sell due to dependence on the Chinese market. The fishing industry is facing difficulties because fishermen do not have the conditions to invest in large ships and modern equipment for offshore fishing. The exploitation value from production forests is still low due to unsuitable crops, difficulties in transportation and consumption. There is no close connection between production and market, between production and processing. Enterprises investing in the agricultural, forestry and fishery sectors are still limited. On the other hand, the application of scientific and technological advances in agricultural, forestry and fishery production is uneven; income from this sector is not attractive enough to attract a young, skilled and highly educated workforce.
From the above reality, it is thought that in the coming time, the province needs to have solutions focusing on the agriculture, forestry and fishery sectors to improve economic efficiency and increase the value of products in these sectors. First of all, it is necessary to innovate the support mechanism for farmers and fishermen in the direction of direct support, reducing intermediaries, focusing on sectors that need to be encouraged to develop; support fishermen to invest in modern fishing and preservation equipment. Have a mechanism to encourage businesses to invest in agriculture, forestry and fishery. Create a competitive market mechanism to reduce the cost of seeds, fertilizers, agricultural and forestry materials. Research to transform the structure of plant and animal varieties to suit market demand; change the direction of product consumption markets so as not to depend on the Chinese market.
In the field of vocational training, it is necessary to focus on the agricultural, forestry and fishery labor market in the province; innovate training work in the direction of enhancing practice, linking with the working environment, ensuring that graduates immediately meet the job requirements and needs of the labor market in the province. Overcome the "brain drain" situation, especially in the field of agriculture, forestry and fishery when there are currently few good and excellent students working in this field. Promote and innovate vocational training and coaching for farmers and fishermen. Because to increase production, the human factor plays a decisive role. Hopefully, with the attention and comprehensive solutions of the province, in the last 6 months of the year and the following years, the agricultural, forestry and fishery sector of Nghe An will have solid development steps.
