Mr. Le Quang Thuong: I very much welcome the direction of General Secretary Nguyen Phu Trong on this issue. The “white sea-blue sea” issue itself is not a big issue, but through this issue, many questions are raised about the issue of personnel work.
First of all, it is necessary to understand correctly about cadre rotation. The case of Trinh Xuan Thanh as well as dozens of people in a year were selected for rotation as a movement, making people understand that if they rotate, they will be promoted, if they rotate, they will be "regarded" by "the higher ups" and evaluated well to move them, to have a brighter future.
In my experience in personnel work over the years, rotation should be understood as one of the measures of personnel work. There was a time when people considered rotation of cadres an important breakthrough. That is completely wrong. Rotation is only one step of personnel work.
Personnel work includes the following steps: evaluating cadres, selecting good people to include in the planning, training and fostering them, promoting them to positions suitable to the work requirements and abilities of the cadres; rewarding cadres if they have achievements; disciplining cadres if they have shortcomings. Rotation is a requirement of cadre work, a requirement of revolutionary tasks, not rotating cadres for the purpose of training and developing cadres. Mr. Le Quang Thuong: Trinh Xuan Thanh himself is a problematic person and needs to be considered.
There are two aspects to this. The first is the responsibility of the cadre management agencies, specifically the Party Committee, the Ministry of Industry and Trade, the National Oil and Gas Group, the Central Organizing Committee, and the Hau Giang Provincial Party Committee. These agencies must be responsible for this issue. Why is a person who is doing business at a loss not being reviewed and clarified? What did the Oil and Gas Group do that it did not inspect and consider handling the head of the Vietnam Oil and Gas Construction Joint Stock Corporation - a member of the Vietnam Oil and Gas Group - doing business at a loss?
A person like Mr. Thanh, after such a loss in business, returned to the Ministry of Industry and Trade to work as Deputy Chief of the Ministry of Industry and Trade's Office - Chief Representative of the Central Office of the Ministry of Industry and Trade in Da Nang. Could it be that the Ministry of Industry and Trade does not understand Trinh Xuan Thanh well?
Hau Giang Provincial Party Committee directed Hau Giang Police to replace the blue license plate on Mr. Thanh's car. According to the explanation of the Head of Traffic Police Department (PC67), Hau Giang Police said that this is an "inventory" license plate, not yet issued to any car. If so, is this a violation of the law???
The second is the phenomenon of interest groups in personnel work and the phenomenon of corruption in personnel work.

Mr. Le Quang Thuong: This must be done according to the law. Like the two previous National Assembly deputies who were dismissed by the National Assembly, there must be a process, someone must raise the issue, the National Assembly Standing Committee must check this matter, the National Assembly must give its opinion and the responsible agencies must respond.
For example, when the Hau Giang Provincial Party Committee and the Hau Giang People's Council put Mr. Trinh Xuan Thanh on the list of candidates for the National Assembly, did they know about this? If they didn't know, it's bureaucratic; if they knew but still put him on, we need to see if there's anything shady about this.
