Clarifying whether the scaffolding at Formosa was shaking before collapsing?

On March 30, the Department of Labor Safety (Ministry of Labor, War Invalids and Social Affairs) issued an official dispatch to the Minister of Labor, War Invalids and Social Affairs to inspect the handling of the occupational accident involving the collapse of scaffolding at Formosa Ha Tinh Steel Corporation, the construction of the caisson, breakwater, Son Duong Port construction project, Vung Ang Economic Zone, Ha Tinh on March 25.

According to the report of the Director of the Department of Labor Safety Ha Tat Thang, on the evening of March 26, the working group of the Ministry of Labor, War Invalids and Social Affairs went directly to the scene of the labor accident to grasp the situation, however, the scene had been cleared, the group could only learn briefly about the working process and the development of the incident.

The report of the Department of Labor, War Invalids and Social Affairs of Ha Tinh province determined that the initial cause was due to a failure of the hydraulic brake pads, which led to the collapse of the entire scaffolding system (30m long, 35m wide, 20m high), causing the accident. At the time of the accident, there were 50 workers working on the collapsed scaffolding system.

Leaving the scene, the delegation visited, encouraged and sent gifts of support from the Ministry to 29 injured victims at Ky Anh District General Hospital and Ha Tinh Provincial General Hospital and the families of the deceased victims. During the visit and encouragement, the delegation also learned more information from the slightly injured victims about the development and situation of the work accident, the victims' work locations to have more information to assess the incident.

The delegation met with the Department of Labor, War Invalids and Social Affairs of Ha Tinh and the Management Board of Ha Tinh Economic Zone to request a focus on clarifying issues related to labor contracts, social insurance, and training for workers. Pay attention to the inspection of equipment with strict requirements, inspection and supervision of construction processes and measures, labor safety and hygiene processes and measures, incident handling processes, and labor organization and management.

In particular, the working group requested clarification of information that 20 minutes before the incident, the scaffolding had shaken strongly, causing workers to panic and leave their workplace, but then the workers were forced by the foreman to return to work, leading to the accident.

The working group also noted that the establishment of the investigation team must have full composition according to the provisions of law.
