Clarifying the responsibilities of the National Election Council
Continuing the working program on the morning of November 15, after taking a vote of confidence for 50 positions according to the approved list, National Assembly deputies discussed in the hall the draft Law on the election of National Assembly deputies and People's Council deputies.

This project is built on the basis of merging two current election laws to specify new contents of the Constitution to ensure the implementation of citizens' right to vote and right to run for election, while continuing to perfect regulations on the responsibilities of relevant agencies in organizing and preparing for elections.
Through discussion, the National Assembly deputies all agreed on the necessity, requirements, and guiding viewpoints for drafting the Law on Election of National Assembly Deputies and People's Council Deputies, as well as the scope and subjects of regulation of this law. The opinions assessed that the draft law basically adhered to the provisions of the Constitution on the rights to vote, the right to run for election, and the provisions on the duties and powers of the National Assembly, the National Assembly Standing Committee, and the National Election Council.
In addition, some opinions suggested studying and supplementing regulations to better implement the Party and State's policy on continuing to perfect the mechanism for electing National Assembly and People's Council deputies so that voters can choose and elect truly representative people to the National Assembly and People's Councils at all levels.
The discussion noted a number of opinions referring to the National Election Council - a new institution of the Constitution. Accordingly, delegates suggested that the draft law should be further reviewed, clarifying the provisions on specific tasks, powers, and organizational structure of the Council, clarifying the Council's responsibilities in the process of preparing and organizing the election of National Assembly deputies; the role of the National Election Council in directing and guiding the election of People's Council deputies; the relationship between the National Election Council and local authorities, local election organizations as well as other agencies and organizations participating in the election process....
The draft law also needs to more clearly define the responsibilities of the national election council and other agencies in organizing the election of people's council deputies to ensure consistency and smoothness in the organization of elections in general, especially when the elections of National Assembly deputies and People's Council deputies are held on the same day.
