How to make people consider the Party's work as their own work

When people consider the Party's work as their own, then their trust in the Party will be strengthened.

The Central Party Secretariat has just issued Decision 99, Framework Guidelines for Party committees and organizations directly under the Central Committee to continue promoting the role of the people in the fight to prevent and repel degradation, "self-evolution", and "self-transformation" within the Party.

Officials, party members and people said that previously, some issues related to officials were not made public, so people did not know to monitor. The new decision of the Secretariat has promoted the role of the people, which is an important basis for people to monitor party members and officials.

Immediately after Decision 99 of the Secretariat was issued and widely disseminated in the media, many opinions commented that the issuance of the Guidelines had unified awareness and strengthened the leadership and direction of Party committees and organizations directly under the Central Committee in implementing the contents and forms of publicity for the people to know, especially the public disclosure of asset and income declarations of leaders, managers and those who must declare according to regulations.

Mr. Phan Van Bon (Son Tay Town, Hanoi) said that the framework guidelines stipulate many contents that must be made public so that people can monitor them. That is, publicizing 27 manifestations of degradation in political ideology, morality, lifestyle, "self-evolution", "self-transformation"; 19 things that party members are not allowed to do. In particular, the assets of leaders, managers and subjects that must be declared according to State regulations must also be made public for people to monitor the honesty and accuracy of the declaration.

Mr. Bon suggested that the issue of asset declaration should be done more thoroughly, the quality of declaration should be more real, not just focusing on formality as it is now.

Agreeing with this view, Associate Professor Dr. Nguyen Quoc Bao (Academy of Journalism and Communication) said that publicizing the commitment to practice and maintain moral qualities and lifestyle, not to degrade, "self-evolve", "self-transform" of cadres and party members, is an important basis for people to monitor cadres and party members in practicing and cultivating morality and lifestyle.

According to Associate Professor Dr. Hoang Quoc Bao, the important issue in party building is the self-cultivation and training of cadres and party members. Because the organization is not always on the side of cadres and not everyone can recognize their own shortcomings. Once the awareness of self-cultivation has been built, party members will have the courage and awareness of whether their actions are correct or not, and whether they harm the interests of the people.

Public opinion also highly appreciates the forms of publicity including: Publicity on mass media; electronic information portals; posting at the headquarters of agencies and units; through the activities of the Vietnam Fatherland Front, political and social organizations... At the same time, it is believed that publicity is very necessary, because only with publicity and transparency will people have a basis for supervision; if people are only called upon to supervise but they do not know anything about leaders and managers, it will be difficult to implement.

Chairman of the Central Committee of the Vietnam Fatherland Front Tran Thanh Man said: “The Fatherland Front is the agency that will organize for people to supervise. From the conclusions of inspections, audits and audits that are made public, the role of the press in the work of preventing and combating corruption and waste will be multiplied. This is also the basis for the press to participate in writing articles reflecting the work of preventing and combating corruption nationwide.”

People's participation in monitoring is also a process of participating in Party building, helping to effectively implement the Resolution of the 12th Central Committee, preventing and repelling the degradation of political ideology, morality, lifestyle, and manifestations of "self-evolution" and "self-transformation" within the Party.
