Do a good job of gratitude, ensure policies and regimes for people with meritorious services.

(Baonghean) - Comrade Nguyen Dang Duong, Deputy Director of the Department of Labor - Invalids and Social Affairs, answered an interview with Nghe An Newspaper.

Reporter:Could you please tell us, on the occasion of the 68th anniversary of War Invalids and Martyrs Day this year (2015), what plans and actions does Nghe An have to show gratitude to those who have contributed to the country?

Comrade Nguyen Dang Duong:This year, Nghe An has implemented programs to celebrate War Invalids and Martyrs Day (July 27) earlier than previous years. Since mid-May, the Provincial People's Committee has issued a plan to organize activities towards War Invalids and Martyrs Day. Accordingly, the province organized a delegation of outstanding people with meritorious services in the province to go to Hanoi to report their achievements to Uncle Ho, meet with Party and State leaders, return to the Hung Temple to burn incense in memory of King Hung who built the country, and visit the Safe Zone in Thai Nguyen; a delegation of provincial leaders went to burn incense at Truong Bon Historical Site, Vietnam - Laos International Cemetery, National Cemetery Road 9, Truong Son Cemetery; organized 5 delegations of provincial leaders to visit and present gifts to policy families, outstanding people with meritorious services in the province, and units that take care of people with meritorious services in the area; launched the "Repaying gratitude" movement, and established the "Repaying gratitude" Fund at all grassroots levels; Implement the payment of subsidies and gifts from the President before July 20, 2015 in a timely, accurate, complete and in accordance with the prescribed regime; focus on fully and fundamentally handling the arising issues after the general review according to Directive 23 of the Prime Minister on reviewing people with meritorious services; organize incense offering, flower offering, and candle lighting ceremonies in gratitude on the evening of July 26 at all cemeteries in the province. The Association for Supporting Families of Martyrs of the province organizes an event program to pay tribute to Vietnamese Heroic Mothers... In addition, in the past time, Nghe An has built and repaired houses for 79 Vietnamese Heroic Mothers with 2 or more children who are martyrs. In addition to the general plan of the province, localities, agencies and units in the area also organize gratitude and return to the source programs. Agencies and units in the province have taken care of 130 Vietnamese Heroic Mothers, regularly organizing working delegations to visit, give gifts, and encourage policy families in the province.

Reporter:In the process of implementing policies and regimes for people with revolutionary contributions, we still encounter many difficulties, comrade?

Comrade Nguyen Dang Duong:Currently, Nghe An is managing and paying benefits to about 80,000 meritorious people with a total monthly payment of more than 110 billion VND. This is a very large number. During the implementation process, there were many difficulties and problems, including some emerging issues such as: There is a large number of people participating in the resistance war, the army, the Youth Volunteers, the frontline militia, and the guerrillas who lost their original documents, so it is very difficult to prove that they participated in the resistance war and are currently suffering from war-related injuries, so it is very difficult to make benefits for these subjects. The work of propagating and disseminating the regimes and policies of the Party and the State for meritorious people still faces many limitations. Therefore, the authorities face many difficulties in completing the procedures for the subjects to enjoy the policies issued by the State...

Reporter:For those who participated in the resistance but lost their records and have not yet received benefits, in the coming time, how will the authorities in Nghe An handle this?

Comrade Nguyen Dang Duong:The problem of lost documents and records for people with meritorious services is a common pressing issue in the whole country. The Departments of Labor, Invalids and Social Affairs in many provinces and cities have proposed to the Ministry of Labor, Invalids and Social Affairs and the Ministry of National Defense that it is necessary to amend the regulations in Circular No. 28 regulating the establishment of records for those who participated in the resistance war to be recognized as martyrs, war invalids, and those who enjoy regimes and policies. In my opinion, in the near future, there should be studies to amend this circular with the aim of soon resolving the regimes for people with meritorious services whose documents have been lost.

Reporter:To effectively carry out the work of "Repaying gratitude" to those who have contributed, what have we been doing to mobilize all classes of people to participate?

Comrade Nguyen Dang Duong:To truly do a good job of "Repaying gratitude" to those who have contributed, to show gratitude for the contributions of those who have contributed to the cause of national liberation, building and defending the Fatherland, we must focus highly on resolving the existing problems and backlogs in terms of policies for those who participated in the resistance war, were injured, sacrificed, or exposed to toxic chemicals; continue to do a good job of information and propaganda work, disseminating to all classes of people all the regimes and policies of the State for those who have contributed. Let those who are eligible for the regimes and policies know and do the necessary procedures to enjoy the policies of the State. Thereby helping people to do a good job of monitoring, early detecting those who are not entitled to the right benefits, reporting to the authorities for timely handling measures.

At the same time, continue to highly socialize the work of "Repaying gratitude" to increasingly create a larger and more abundant resource to have conditions to help and support people with meritorious services in all regions to have a better material and spiritual life. Implement the project to search for, collect martyrs' remains and identify the identities of martyrs' graves according to the general project from now until 2020 and the following years. This is the desire and aspiration of many relatives of martyrs. Focus on handling issues arising after the general review of people with meritorious services according to Directive 23 of the Prime Minister. Those who receive the wrong benefits must be handled immediately, those who have not received the full benefits need to be supplemented to receive the full benefits. Those who have not received the benefits after the review need to be guided to complete the procedures and documents to quickly receive the State's policies. Authorities need to strengthen inspection and examination of facilities to promptly detect cases of incorrect benefits for handling in accordance with legal regulations, to grasp whether the implementation of the Party and State's regime for meritorious people is complete, accurate, timely, and whether there has been any reduction...
