To achieve the goal, Quynh Luu will first continue to adjust and supplement the overall socio-economic planning; complete specialized planning. Accordingly, agriculture will continue to encourage the conversion and accumulation of land, develop high-quality rice production areas in the direction of building large fields to apply scientific and technological advances and bring mechanization into production, striving for an average yield of 61-63 quintals/ha, output of 105-107 thousand tons. Encourage the expansion of winter corn area to reach 3,250 hectares by 2020; yield of about 43-44 quintals/ha. Invest in intensive cultivation of 1,300 hectares of peanuts to achieve a yield of 25-26 quintals/ha.

For the midland and mountainous areas, focus on intensive cultivation of 850 hectares of raw sugarcane, striving for a yield of about 60-65 tons/ha; develop fruit trees and medicinal plants to supply the market and serve processing factories. Develop specialized vegetable growing areas, applying high technology in the direction of VietGAP in the communes of Quynh Luong, Quynh Minh, Tan Son, Quynh Van, Quynh Bang and some other places to create safe and quality products. In addition, the district encourages and creates conditions for enterprises to invest in agriculture, especially in processing agricultural, forestry and seafood products, and seed production to orient products and apply science and technology to production, and build product brands.

In livestock farming, focus on improving the quality of livestock with the main livestock being buffalo, beef cattle, dairy cows, pigs, deer and poultry in the direction of industry, concentrated farms, far from residential areas. Strive by 2020, the total buffalo herd will be over 15,050 heads, the cow herd will be over 18,700 heads, the pig herd will be over 80,000 heads; the total goat and deer herd will be 17,750 heads; the total poultry herd will be over 2,280 thousand heads; the output of fresh meat will be over 23,450 tons. The proportion of livestock farming will reach about 43 - 45% in the value of agricultural production. Along with that, the district will focus on promoting the development of exploitation and aquaculture of aquatic and marine products, especially those with high economic value, striving for the exploitation and aquaculture output to reach 76 - 77 thousand tons in 2020; of which, the exploitation output will reach 64 - 65 thousand tons.

To do so, it is necessary to continue investing in building new large-capacity boats to participate in offshore fishing, striving to have about 1,500 boats by 2020, of which about 950 - 1,000 boats have a capacity of over 90CV. Along with that, the district continues to promote aquaculture on water surface areas, striving to have a farming area of ​​about 2,350 - 2,450 hectares by 2020, with an output of 11,000 - 13,000 tons. At the same time, it is important to invest in seed production facilities, especially new high-efficiency varieties put into production; complete and put into operation a white-leg shrimp seed production farm with a scale of 2 billion shrimp/year, enough to supply the locality and neighboring areas.

In the field of industry and construction, the district will complete the urban planning of Tan Thang area, plan and build industrial clusters concentrated in the communes of Quynh Chau, Tan Thang, Quynh Hoa, Quynh Nghia, Tien Thuy, Quynh Tho, Quynh Thuan; attract investors to build projects in industrial clusters. Continue to direct the development of garment industry, cement production industry, exploitation and processing of construction stone and ancillary products, mechanical industry serving production facilities... Improve the quality of existing handicraft villages, build some new ones so that by 2020 there will be about 38 - 40 handicraft villages.

Coordinate to accelerate the construction progress of Tan Thang Cement Factory to produce 1.96 million tons/year by 2017; at the same time, attract investment to build a factory producing precast concrete, heat-resistant bricks, color-coated corrugated iron sheets and a number of factories around Tan Thang Cement Factory. The mineral exploitation and processing industry will be oriented to develop qualitatively with a focus on investing in modern technology in stone exploitation combined with processing and environmental protection, striving to exploit and process 8.2-8.3 million cubic meters of stone by 2020. The agricultural, forestry and fishery processing industry will develop in the direction of serving both the domestic and export markets; at the same time, increase the application of advanced science and technology in the fields of preservation, processing and apply advanced management systems to improve the quality of processed aquatic and seafood products for export.

Along with that, the service and tourism sectors prioritize the development of advantageous sectors such as: beach resort tourism, spiritual tourism combined with eco-tourism. In particular, focusing on promoting and attracting investment in developing sea tourism, building a system of hotels, restaurants and infrastructure serving tourism such as transportation, electricity and water supply systems, communications, culture, sports, finance, banking, etc.

Also based on the master plan, in addition to setting the goal of developing breakthrough directions by industry, economic development by region is also clearly defined, thereby calling for and determining the focus of reasonable investment between industry and region planning. Accordingly, the area of ​​Quynh Luu district is planned to develop in 3 regions associated with natural conditions. First of all, the agricultural area is the central area of ​​the district, the focus of agriculture, small-scale industry and services. The district determines the main direction as intensive cultivation of rice, corn, vegetables, flowers, ornamental plants, livestock and poultry farming, combined fish-rice farming; mechanical repair, agricultural tools, electricity, animal feed processing, carpentry and development of trade - services - small-scale industry, finance - credit, telecommunications, restaurants, hotels, cultural services...; at the same time, attracting investment to build Cau Giat Town to be worthy of being the economic, cultural and political center of the district.

Next, for the coastal area, Quynh Luu will focus on developing fishing, aquaculture, and seafood in an industrial direction, with modern equipment associated with onshore services such as: seafood processing, shipbuilding, boat repair, carpentry, rattan weaving, and marine services. Prioritize the development of tourism services, especially beach tourism, resorts; combine tourism with hotel and restaurant services, and entertainment areas. Invest in building Son Hai town and Quynh Nghia market into regional economic and cultural centers. Finally, for the communes in the semi-mountainous area, focus on developing industry, trade - services, forestry, developing concentrated livestock and poultry farms; developing industrial crops, medicinal plants, and fruit trees. In addition, there are many lakes and dams favorable for aquaculture development. Therefore, it is necessary to promote investment attraction in building industrial clusters and factories to exploit potential advantages and build Tan Thang commune and Tuan town into economic and cultural centers of the region.

However, to meet the human resource needs in the development process, especially to implement the above orientations, the district must focus on strongly developing vocational training, striving to have the rate of trained people from 62 - 63% by 2020. Thereby, solving employment, contributing to increasing the rate of labor use in rural areas and achieving the goal of creating about 2,500 - 2,600 more jobs/year, exporting about 800-900 laborers/year. A dynamic and harmoniously developing economy, effectively and reasonably exploiting potentials and advantages is the main driving force for Quynh Luu to strive that by 2020, people's income will reach from 65 - 70 million VND/person/year, there will be no more extremely difficult communes and poor communes, reducing the poverty rate to below 2%.

This is also the foundation for the district to promote the development of cultural and social fields, ensure national defense and security, contribute to accelerating the progress of new rural construction, strive to have 24-25 communes meeting the criteria for new rural areas by 2020, Quynh Doi commune becomes a model new rural commune, the remaining communes meet at least 14 criteria, Quynh Luu becomes a new rural district and is one of the top districts in the province.
