A series of complicated complaints and lawsuits with negative signs that have lasted for many years were directly presented by the people to two members of the Government at the first citizen reception session according to the provisions of the Law on Citizen Reception.

On July 22, at the Central Party and State Citizen Reception Office in Hanoi, Minister - Head of the Government Office Nguyen Van Nen and Government Inspector General Huynh Phong Tranh co-chaired the first citizen reception.
At the meeting, the Minister, Head of the Government Office and the Government Inspector General listened to a number of cases in which people directly complained and denounced, including a number of prominent cases such as the case of Ms. Nguyen Thi Be, residing in cluster 11, Tan Lap commune, Dan Phuong district, Hanoi, complaining about the compensation and support policy for site clearance when the state reclaimed land to implement the Provincial Road 70 project (Dan Phuong district, Hanoi) since 2001.
The case of 25 households in B14 Bach Mai Hospital collective, now No. 26, Luong Dinh Cua alley, Phuong Mai ward, Dong Da (Hanoi), accused Vice Chairman of Dong Da District People's Committee Tran Viet Trung, former Chairman of Phuong Mai Ward People's Committee Nguyen Van Luong, Director of Bao Long Company Dinh Van Cuong of abusing their positions and powers to slander, destroy houses, property, and appropriate land of households to carry out a project to build high-rise apartment buildings in the Phuong Mai temporary market area.
The case of Ms. Hoang Thi Vinh representing a number of business households in Ninh Hiep commune, Gia Lam district, Hanoi, requesting to cancel the projects to build a commercial center, parking lot, sports service area, secondary school in Ninh Hiep commune invested by Tuan Dung Trading Company Limited which were approved by Hanoi People's Committee; keep unchanged the Ninh Hiep commune cemetery, the parking lot serving Nan market...
In the above cases, it is worth noting that 25 households in Phuong Mai ward "lost their homes" 10 years ago. Although the Government Inspectorate and the Ministry of Construction intervened three times and the Prime Minister directed a resolution, there has been no satisfactory result to date.
According to the residents' feedback, in fact, for more than 10 years, since the time of forced eviction, they have not received compensation and have had to rent houses, making their lives extremely difficult. Representatives of the residents said that they could not accept the compensation price of 200,000 VND/m2 of street-front land. In addition, the compensation regime includes house rental while waiting for resettlement, but they have only received support for one year while they have had to rent houses for 10 years. In this case, the Ministry of Construction has twice established an inspection team but could not conclude all the issues that the residents have complained about.
Inspector General Huynh Phong Tranh said that this agency had made a conclusion that was agreed upon by the Prime Minister, but the direction of the head of the Government as well as the inspection conclusion were not directed by Hanoi to Dong Da district to comply.
Meanwhile, Minister - Head of the Government Office Nguyen Van Nen expressed regret and apologized to the people because "this incident has reached the Prime Minister but has not been clarified". The Minister affirmed that he will report this detail to the Prime Minister and at the same time recommend that the head of the Government will conduct a comprehensive inspection of the project, the inspection results will be transparent to the people.
At the end of the meeting, representatives of the Government members concluded each specific case and requested the Northern Complaints and Denunciations Settlement Department and the Central Citizen Reception Committee to coordinate with relevant local authorities to review, inspect, and verify the content of the cases reported by the people to promptly resolve them, ensuring the legitimate rights of citizens.
For difficult cases, Minister Nguyen Van Nen and the Government Inspector General requested that competent agencies and local authorities draw conclusions and report to the Government Inspector General for submission to the Prime Minister for handling.
