Accordingly, the Provincial People's Committee requests agencies, departments, branches, units and localities to thoroughly grasp and seriously implement Directive No. 46/CT-TTg; identifying the implementation of Directive No. 46/CT-TTg as an important task, especially at the end of the year, when the weather is dry, production, business activities, and storage of goods for Tet increase, raw materials, materials, and goods are gathered in large quantities, and electricity and fuel consumption increases, causing risks of fire safety and fire fighting.
Assign and clearly define the responsibilities and tasks of sectors, levels, units and localities; promote the responsibility of heads of sectors, levels, units, localities and establishments in implementing assigned tasks; review and strictly handle collective and individual responsibilities involved in fires and explosions that cause serious damage in the area and field under management.
Ensure that the implementation is substantial, synchronous, effective, and closely coordinated among relevant levels, sectors and units.

Key contents include: Continuing to seriously and effectively implement the directives of the Secretariat, the National Assembly, the Government, the Prime Minister, the Ministry of Public Security, the Provincial Party Committee, and the Provincial People's Committee on fire prevention and fighting. In particular, it is necessary to review the assigned tasks in the directives of the Provincial People's Committee to focus on implementing them on schedule and ensuring quality.
Strengthening the review, inspection, and practice of fire prevention, rescue, and relief plans at establishments at risk of fire and explosion, and crowded places during the New Year and Lunar New Year 2025, especially karaoke establishments, bars, dance clubs, residential areas, high-rise buildings, markets, supermarkets, shopping malls, department stores, convenience stores, production facilities, warehouses, fireworks businesses, chemical warehouses, forests, bus stations, temples, pagodas where festival activities take place...; all violations must be detected and strictly handled in accordance with the spirit of the rule of law.
In case of serious violations of regulations, the operation must be temporarily suspended. Focus on directing the synchronous implementation of measures to prevent, contain and limit fires and explosions at constructions, facilities and areas with high risk of fire and explosion in the area.

Continue to review, classify, and guide owners of multi-storey, multi-apartment, and single-family housing facilities combined with production and business (including rental housing) to implement solutions to ensure fire prevention and fighting safety according to the Guidance Document on some urgent solutions to strengthen fire prevention and fighting safety conditions issued with Official Dispatch No. 7293/UBND-CN dated August 26, 2024 of the Provincial People's Committee; require heads of facilities to have a roadmap and commit to completing the remediation before March 30, 2025. After the above time, if the organization fails to implement, it must stop operations until the implementation is completed.
Organize propaganda on fire and explosion risks, regularly train in escape and fire fighting skills, disseminate knowledge and legal regulations on fire prevention and fighting safety conditions to each construction, facility, house, house combined with production and business and individuals to raise awareness and responsibility; promote the building of a mass movement for fire prevention, fire fighting and rescue, replicate models of ensuring safety in fire prevention, fire fighting and rescue in residential areas, households, areas and facilities with high risk of fire and explosion; promptly commend and reward collectives and individuals with outstanding achievements.
Strengthen training and professional development in fire prevention, fire fighting and rescue for civil defense forces, forces participating in protecting security and order at the grassroots level, grassroots fire prevention and fire fighting forces, and specialized forces to effectively implement the "4 on-site" motto; assign specific tasks, arrange permanent and on-duty forces and means, ensure adequate equipment for civil defense forces, forces participating in protecting security and order at the grassroots level to be ready to rescue victims and fight fires when fires, explosions, accidents, and incidents occur right at the locality and grassroots level.
Closely following the goals and requirements for synchronous and effective implementation of Plan No. 317/KH-UBND dated April 25, 2024 to implement Decision No. 203/QD-TTg dated February 28, 2024 of the Prime Minister on approving the Plan for implementing the planning of fire prevention and fighting infrastructure for the period 2021 - 2030, with a vision to 2050, in which, in urban areas that do not ensure traffic infrastructure and water sources for fire fighting, it is necessary to immediately develop a plan for water supply, water reserve, and arrangement of means and equipment for fire fighting, rescue and relief.

The Provincial People's Committee also assigned specific tasks to agencies and units:
Provincial PoliceStrengthening propaganda and dissemination of legal knowledge on fire prevention and fighting, preventive measures, escape skills when fire and explosion incidents occur; regularly innovating the content, form, method, and objects of propaganda and dissemination of knowledge and skills on fire prevention and fighting and rescue; developing simple, easy-to-understand, easy-to-remember, and easy-to-access concepts to bring fire prevention and fighting and rescue to every home, every facility, every residential area, every neighborhood; in which, special attention is paid to propaganda and mobilizing 100% of households to equip and install early fire warning systems, fire extinguishers, open second escape routes, equip tools and means for escape (gas masks, rope ladders, etc.).
Continue to effectively carry out the peak period of propaganda, inspection on fire prevention, fire fighting and rescue before, during and after the Lunar New Year 2025; determined to strive, overcome all difficulties, propose specific solutions, close to the situation to ensure that the inspection and guidance on fire prevention and fire fighting safety are implemented seriously, substantially and effectively, at the same time, ensuring stability, creating favorable conditions for organizations and individuals in production and business activities, in accordance with the provisions of law.

Strictly carry out the regular work, be ready to fight fires, rescue and salvage to promptly handle fire, explosion, accident and incident situations and support localities when requested; strengthen the organization of fire fighting, rescue and salvage drills for key facilities, especially facilities with high risk of fire and explosion during Tet; request and guide facilities with fire and explosion risks to develop plans for arrangement and assignment of duty during Tet holiday to ensure good preparation of forces and means on site....

Department of Industry and TradeDirecting the Electricity sector units in the province to regularly inspect, propagate and provide guidance on ensuring fire prevention and fighting safety in the use of electricity for daily life and production; coordinating with functional sectors to propagate and inspect the implementation of safety regulations on fire prevention, fighting and rescue for petrol, oil, gas businesses, markets, supermarkets, and commercial centers; strictly handling violations according to regulations.

Directors of departments, heads of departments, branches, relevant provincial organizations and unions and People's Committees of districts, cities and towns shall, based on their assigned functions and tasks and this Plan, direct the development of their units' plans and implement them to ensure practical and effective implementation; The implementation plan shall be sent to the Provincial People's Committee (via the Provincial Police) before January 15, 2025.
Requesting Directors of departments, heads of sectors, branches, and relevant provincial-level organizations to strictly perform assigned tasks and be responsible to the Chairman of the Provincial People's Committee for unfinished or behind-schedule tasks; seriously consider and handle specific responsibilities of each agency, organization, unit, and individual in the implementation according to regulations.
Assign the Provincial Police to monitor, urge, inspect and supervise the implementation of this Plan by units and localities; synthesize the situation and implementation results to advise the Provincial People's Committee to report to the Government, the Ministry of Public Security and the Provincial Party Committee according to regulations./.
